JOB SUMMARY:

The Payroll administrator will perform payroll accounting and administrative duties to support the Payroll and Human Resources department. They will ensure payment is processed on time, accurately, and in compliance with government regulations for both salaried and hourly employees. They will also comply with all state and federal regulations as it pertains to timekeeping, tax payments, and any garnishments or levies. The candidate will be coordinating with the finance and HR departments to process payroll for new employees and monitor payroll schedules and managing the financials of employee benefits and insurance plans. The Payroll administrator handles highly confidential material and will be held accountable to utmost integrity.

Essential RESPONSIBILITIES and ACCOUNTABILITIES:

* Collaborate with Human Resources (HR) and accounting teams.

* Coordinate timekeeping and payroll systems.

* Ensure compliance with relevant laws and internal policies.

* Process company (including out of state) payroll twice a month: manually and electronically process timecards from all departments in Quest and its acquired companies, input and transmission into ADP and verify accuracy of overall payroll.

* Calculate prevailing wage payroll when applicable.

* Process payments for workers compensation, child support garnishments and state and federal garnishments (i.e Franchise Tax Board and IRS) every pay period and track utilizing Excel spreadsheets following audit compliance.

* Track vacation and personal time off accruals utilizing ADP.

* Verify Insurance invoices and input into southware for payment.

* Process monthly expense reports.

* Process quarterly Multiple Worksite Report (MWR), also known as the BLS 3020 form in accordance with state laws.

* Calculate and pay in state and out of state business tax reports quarterly.

* File and organize paperwork with attention to detail and within audit compliance.

JOB SPECIFICATIONS - Knowledge & Skills:

* 2 years of college or 8 years of equivalent related work experience.

* Accounting experience.

* Proficient with Microsoft Excel and Microsoft Word.

* Basic math, bookkeeping and accounting skills.

* Must have state/federal prevailing wage expertise.

* Strong attention to detail and excellent organizational skills required.

* Must have the ability to multi-task in a fast-paced environment.

* Motivated self-starter, able to work on own with minimum supervision.

* Enjoys a challenging yet rewarding environment.

* Ability to be mobile within the facility and walk between departments for various tasks throughout the workday.

* Perform all other duties as assigned.

* Must be able to work flexible hours, including some hours beyond normal schedule when necessary.

* May require walking, climbing, stooping, crouching, and/or bending.

* May be required to work off-hours, weekend & holidays as needed.

The salary range for this position is $2,708.33-$3,125/per pay period DOE. Quest recognizes 24 pay periods per calendar year.
