Conducts recruitment and selection processes for City departments. Analyzes, creates and updates recruitment information and related job descriptions. Interviews applicants and city employees, and approves and processes documents related to personnel actions.

Position Specific Summary
The Payroll Analyst position at the City of Tucson's Human Resources department is responsible for collecting, compiling, and analyzing payroll data. This position involves auditing payroll data, addressing discrepancies and coordinating with internal and external stakeholders.
Work is performed under the supervision of the Payroll Supervisor. This position does not supervise.
Duties and Responsibilities
* Collects, audits, and processes payroll data, including regular and final payouts, to ensure accurate and timely employee payments that are in compliance with city, state, and federal policies and regulations. Ensures payroll system entries reflect actual work schedules and approved time-off balances. Reviews, calculates and enters deductions, withholdings, and adjustments such as retirement, pension contributions, and court-ordered deductions ensuring totals are accurately calculated, balanced and in compliance with policies and regulations. Generates manual checks to correct errors or discrepancies in deduction amounts, providing replacements if necessary.
* Serves as a point of contact and collaborates with departments, employees, beneficiaries, banks, vendors, and unions ensuring accurate invoices and payments. Calculates, arranges, and monitors payment plans for deductions and employee repayment plans to ensure proper processing. Gathers, collects, and issues payments to beneficiaries following the passing of an employee, cooperating with other departments as needed. Responds to employee inquiries related to pay, deductions, timekeeping and escalates complex issues when necessary. Completes employment and pay verifications to ensure compliance and provides necessary information for third parties, such as lenders or government agencies.
* Compiles payroll data, including employee timecards and leave balances, to confirm accuracy before processing payments. Utilizes payroll software and to process, track, and audit payroll transactions, analyzing audit findings to make appropriate recommendations. Utilizes and monitors the ticketing system to track, manage, and resolve support requests, ensuring resolution of inquiries and issues.
* Generates reports to analyze payroll trends, address discrepancies and identify root causes of issues. Utilizes reporting to validate the accuracy of employee-selected payment methods. Compiles tax liability reports and ensures timely and accurate tax deposits are made to meet regulatory requirements.
* Distributes, activates, and troubleshoots pay cards, ensuring a smooth experience and issue resolution. Assists supervisor with the development of Standard Operating Procedures (SOP) by providing input on daily payroll tasks and issues. Collaborates with payroll personnel when correcting errors, ensuring accurate and efficient payroll processing.
* Performs all other duties and tasks as assigned.

Full Hourly Range: $26.57 - 45.84 USD
