The HQ Finance Team does this by supporting and training staff, by implementing and monitoring the implementation of IRC and donor policies and procedures, and by gathering the necessary financial information in preparation of the organizations' financial statements.Job Overview/Summary:The Payroll Manager is responsible for coordinating payroll activities and collaborating with Human Resources and Accounting to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions, following IRC payroll processing deadlines and in compliance with government regulations. The Payroll Manager will report to the Senior Payroll Officer, HQ finance team, Human Resources, and finance staff both within the US and international offices.Major Responsibilities:Team Management* Oversee payroll data entry, ensuring accuracy and compliance across the team while coordinating the processing of four (4) pay groups.* Monitor team performance and workflows to identify areas for improvement, implementing solutions to enhance efficiency.Payroll Processing* Manage bi-weekly payroll for approximately 4,300 domestic employees, and monthly payroll for 600 international employees.* Input l new hire direct deposit, tax information, and garnishment orders or revisions into ADP Vantage system.* Calculate prorated and retro payments based on the effective date of change and process pay data batches.* Execute off-cycle payrolls for California, Montana, Utah, Colorado, and District of Columbia terminations as needed.Data Reconciliation* Reconcile Workday and ADPR reports for new hires, terminations, leave of absence, compensation adjustments, etc.* Perform quarterly reconciliation of payroll quarterly reports and submit amendments to correct prior quarter taxable income.* Collaborate with the Payroll Analyst to review daily cash report for payment exceptions and implement corrections in ADP.Reporting* Prepare monthly report for the Bureau of Labor Statistics.* Generate ADP reports to support various departments as needed.* File quarterly reports for Washington Department of Labor & Industries and submit vouchers to Accounts Payable.Issue Resolution* Address employee payroll, including overpayment, no payment, late deposits* Advise the Senior Payroll Officer on compliance with new State regulations, unemployment insurance, and local jurisdictional requirements.Compliance & Liaison* Liaison with the mobility team for timely submission of relocation expenses for processing* Review daily Workday/ADP data bridge transmissions for errors and submitting corrections to HR Operations as need.* Collaborate with HR with year-end processes, including healthcare valuations, tax preparation and 457(f) recording.* Process other duties as assigned by the Senior Payroll Officer.Job Requirements:* Minimum 5-6 years knowledge of the payroll function including preparation balancing, internal controls, and payroll allocations.* B.A or B.S. in Accounting or Business Administration preferred.* Strong verbal and written communication skills.* Ability to work accurately, pay attention to details, strong work ethic, and consistently meet deadlines* Proven aptitude with numbers and the ability to accurately process detailed information* Solid organizational skills: the ability to be productive under pressure in a fast-paced team environment.* Flexible work attitude: the ability to be flexible and yet focused & reliable in an environment of frequently changing demands.* Proficient computer skills: Microsoft Office Suite and/or related software & Outlook* Experience with payroll software required, preferable ADPWorking Environment:* Standard work office environment, with remote work option availableCompensation:Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.
