The primary purpose of this position is: to serve as Chief, Installation Personnel Readiness (IPR) Office, providing installation wide personnel deployment planning, and execution and personnel support in matters pertaining to deployment availability information, personnel accountability and duty status reporting for contingency, exercise, and deployments. Responsibilities Manages the activities of the Installation Personnel Readiness (IPR) office. Responsible for the management and supervision of military personnel working in the IPR office. Directly responsible to the Military Personnel Flight Commander/Force Support Squadron Commander. Keeps Mission Support Commander abreast of all mission taskings-training, exercise, or contingency, and funding programs that involve Force Support Squadron personnel. Ensures DCAPES in-garrison and deployable systems are ready for deployment at all times. Continually monitors all Air Force and ACC directives to ensure any changes are incorporated into 23d Wing plans. Maintains currency in base OPLANS and existing directives tasking wing personnel and units for deployment. Serves as the FSS war planner for all facets of personnel contingencies, exercise, and deployments. Maintains familiarity with all tasked OPLANs and other taskings requiring movement of personnel. Works with the Installation Deployment Officer (IDO) to ensure the base's installation deployment plan covers all aspects of processing and accounting for moving forces. Develops personnel inputs to base deployment plans, continuity of operations plan (COOP) plans, and emergency action plans. Works with IDO, the FSS commander, MPF commander, and the PDF OIC/NCOIC in developing centralized in/out processing procedures in support of plans requiring mass movement of forces. Maintain the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) assigned to the FSS. Ensures the DCAPES equipment is loaded by the designated equipment custodian into a deployable ITAMS account. Develop and submit terminal area procedures to the CGGS information security officer. Ensure the implementation of security guidelines established IAW GTASO directives. Report security abnormalities and incidents to the GISSO. Coordinate Personnel Support for Contingency Operations (PERSCO) and Personnel Deployment Function (PDF) training and AEF assignment. Responsible for planning and monitoring all DCAPES, PERSCO, and PDF training with the Military Personnel Flight. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing the knowledge of laws, regulations, policies, and precedents affecting deployment operations. Knowledge of the theory and principles of management and organization, including administrative practices and procedures pertaining to areas of responsibility, channels of communication, delegation of authority, and routing of correspondence. Knowledge of the administrative processes and documentation requirements to ensure deployment readiness. Knowledge and skill to adapt analytical techniques and evaluation criteria to the measurement and improvement of the deployment program and in developing new and modified methods. Knowledge and skill to apply analytical and evaluative techniques in the identification, consideration, and resolution of deployment issues or problems of a procedural or factual nature. OR EDUCATION: Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the USAF contingency and war mobilization planning and execution processes and automated data systems to include but not limited to GCCS, MilPDS, and DCAPES. 2. Knowledge of military personnel policies, rules, guidelines, instructions, etc. to understand readiness programs and converse with functional managers. 3. Knowledge of mobility and readiness requirements, regulations and procedures in order to analyze, plan and ensure mobility taskings are carried out efficiently. Knowledge of AFI 36-3802. 4. Skill in use of word processing and office automation functions in order to operate a personal computer and associated software to prepare letters, messages, reports and other items. 5. Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare/present surveys, reports, proposals, and to confect mobility readiness and training to a variety of audiences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
