Our customer, Headquarters United States Space Force ( HQ USSF) Director of Staff Security Office (SF/DSZ) is responsible for carrying out and providing administration and management of the collateral security program, administration and management as SSO USSF Region 3 for cyber, personnel activities relating to the Sensitive Compartmented Personnel Security Program, Information Security, Industrial Security, Physical Security, and Special Access Program (SAP) security for United States Space Force (USSF) Field Command and the Space Staff. In addition, SF/DSZ enables USSF to meet all physical and environmental protection, personnel security, incident handling, information system security, COMSEC, and security training requirements to ensure information is protected and safeguarded in accordance with DoD instructions. ADV is the prime for this multi-year effort! We are seeking a Security Specialist (PERSEC) for this important initiative. Overall duties are but not limited to ensuring USSF compliance with SCI/SAP security requirements per DOD policies and preparing and processing visit requests for travelers to and from the organization via DISS and other systems and managing daily Special Access Program (SAP) operations.
- Location: This role can be located at Joint Base Andrews or the Pentagon. Office presence is needed daily. No telecommute option for this role.
- Clearance: An Active Top-Secret clearance with SCI eligibility is required for this role.
- Experience: Years of experience with SAP (5+) and SCI (3+) environments are required for this role.
Responsibilities are but not limited to:
- Assist in developing and executing approved policies and procedures for safeguarding Special Access.
- Program (SAP), Sensitive Compartmented Information (SCI) and collateral data in support of US military operations.
- Conduct and document SAP facility compliance reviews, follow-on facility reviews, and facility close-outs.
- Coordinate with SAP security personnel to ensure lessons learned are incorporated into the curriculum for the SAP security education & awareness program.
- Knowledge and experience with SAP systems such as JADE, SIC, etc.
- Knowledge of SAP Nomination process and submitting program access requests for approval.
- Conducting SAP Indoctrinations to government customers approved for access.
- Monitoring govt customers profiles and ensuring PSQs (Pre-Screening Questionnaires) are updated according to SAP policy.
- Uploading SAP Indoctrination agreements and updating accesses via members profile to reflect appropriate read-on(s).
- Experience and knowledge of conducting SCI Indoctrinations; processing SCI Pre-screens, NDA (SF312s); providing NATO read-ons and processing NATO certs; submitting visit access requests and foreign travel requests; verifying clearances and approving members for building and office access.
- Verifying clearance information for network access requests such as NIPR, SIPR, JWICS.
- Knowledge of In-processing and Out-processing inbound and outbound members.
- Provide administrative support for security tasks, such as updating tracking spreadsheets, data input, updating security data, provide required security data to leadership, booking conference rooms and ensuring VTC equipment supports meeting type, ETMS2 support, and policy review.
- Track on boarding of all new government and contractor personnel to ensure each new hire receives an on boarding package, CAC requests are processed in a timely manner, track required security training for staff, NIPR/SIPR account requests, and access to office spaces.
- Coordinate office spaces and communication lines for secured meetings.
- Assist with ETMS2 taskers and responses. Assist with preparing taskers for staff and coordinate with various offices to gather responses.
- Assist with developing and reviewing security policy for HQ USSF to ensure legality, meets all DoD security requirements, and incorporates newest policy/requirements for security field.
- Review, update, and track DD254 and supplemental documentation for HQ USSF contracts.
Required Qualifications:Minimum:
- Active Top-Secret clearance with SCI.
- 5-10 years of experience in Security and Information technology related field.
- 5+ years of experience working in SAP (Special Access Program) environments.
- 3 years in SCI management
- Demonstrated ability to manage team dynamics and serve as a representative for both the team and ADV.
- Prepare and submit monthly reports as needed.
- Hands-on experience with critical program information.
- Possess knowledge of appropriate security policy, concepts, principles, and practices to review, analyze, and resolve complex issues; skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improved the overall security program; and the ability to establish effective professional working relationships with co-workers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
