- One (1) year of employment experience communicating with internal and external customers, both verbally and in writing.
- One (1) year of employment experience preparing correspondence and documentation and computer proficiency including Microsoft Office Suite, especially Excel, Word, and Outlook.

PREFERRED QUALIFICATIONS:Preference will be given to candidates with the following qualifications: - Experience working with the State Florida Human Resources Information System (People first) - preferably with timesheets, attendance, and leave.
- Experience creating and acting on Personnel Action Request (E-PARs) in People First.
- Experience assisting personnel with requests for the Family Medical Leave Act (FMLA).
- Experience analyzing documentation and advising others on matters involving human resources.
- Knowledge of and ability to research the State of Florida Personnel Rules (Florida Administrative Code 60L-29-40) and Florida Statutes and Propose a course of action.
POSITION DESCRIPTION: - This position provides personnel support within Alwyn C. Cashe State Veterans' Nursing Home and communicates/coordinates specific personnel actions with the Human Resources Office in Largo.
- Incumbent will maintain an accurate system for personnel record keeping including but not limited to job applications, hiring process, disciplinary actions, workers' compensation claims, and termination.
- Provide information and assistance to employees with regards to employee benefits.
- Incumbent will receive on-site supervision from the Administrator.
- Technical coordination of personnel related matters will be with the Department Personnel Officer.
- Prepares and audits all personnel administrative documentation such as Review and Performance Planning, performance standards, position descriptions, disciplinary actions, recruitment, hiring, termination and retirement actions, requests to advertise positions, requests for promotions and transfers; matters relating to health and life insurance, direct deposit, deferred compensation, dental, life, other miscellaneous insurance, and deductions; savings bonds, and United Way contributions.
- Assists and advises supervisors in the preparation of documentation relating to personnel actions.
- Assists job applicants and determines applicants' qualifications and job classification eligibility.
- Makes sure applications are complete and necessary documentation (license/certification) is attached.
- Assures drug-testing, license checks, FDLE checks, and abuse registry checks are completed on selected applicants for positions requiring these checks.
- Assign position numbers to new employees.
- Orient and process new employees to include explaining agency's policies and procedures, insurance programs, and completion of required paperwork.
- Interpret and provide guidance on personnel rules, policies, procedures, and standards to assist supervisors, applicants, and staff in varied personnel matters.
- Receives union grievances, provides input on union contracts and negotiations.
- Administer the Leave and Attendance program for the facility.
- Audits time sheets and prepares overtime, shift differential, leave without pay, new hire and termination reports for submission to the Department Personnel Officer.
- Maintain duplicate personnel files to comply with state personnel rules, VA regulations and Agency for Health Care Administration (AHCA) requirements.
- Process workers' compensation Notice of Injury forms and medical bills for job-related injuries.
- Prepares and submits injury reports.
- Maintain OSHA log for facility.
- Performs other related duties as required.
- Conducts bi-weekly audits between time and attendance system and compares to payroll system for accurate payroll data submission to CMS.
- Conducts monthly Quality Assurance as directed by the Administrator and report findings to monthly Quality Assurance/Performance Improvement committee.
- Audits will include monthly review of AHCA Clearinghouse to maintain compliance with AHCA Requirements.
- Create and maintain ads for advertising in local papers and online job board platforms as directed by the Department.
- Coordinate and/or set up job fairs to assist with the recruitment of new employees.
- Other duties as assigned by facility Administrator.
