Date Opened: Tuesday, October 15, 2024 12:00 AM Close Date: Saturday, November 02, 2024 12:00 AM Department: Planning, Design & Development Department FUNCTION PlanningSalary: $81,178.59 - $101,473.24 Commensurate with ExperienceSUMMARYThe Planning,Design & Development (PD&D) department is the lead planning agency (LPA) for the Charlotte Regional Transportation Planning Organization (CRTPO), the federally designated metropolitan planning organization (MPO) for the Charlotte urban area. The CRTPO provides long range transportation services to a rapidly growing three county area with a population of 1.5 million that is expected to increase to 2.5 million by 2050. The development of a Transportation Improvement Program (TIP) is one of the core functions of an MPO. The process to prepare a TIP is governed by federal regulations and North Carolina requirements as outlined in the Strategic Transportation Investments (STI) legislation. The position will consolidate TIP preparation coordination now assigned to multiple staff members.SummaryThis position will supervise, manage, and oversee all components of the CRTPO's TIP development process, including, but not limited to:
  • Managing internal CRTPO staff activity needed to meet all federal and state requirements and deadlines.
  • Coordination with multiple NCDOT units (Strategic Prioritization Office, Divisions 10 and 12, Transportation Planning Division, Integrated Mobility Division, Rail Division, Aviation Division).
  • Leading coordination efforts with the CRTPO's 27 jurisdictions.
  • Preparation of the TIP financial plan.
  • Coordination of TIP Amendments with NCDOT, Metrolina Regional Travel Demand Model staff, and the Charlotte Area Transit System.
Major Duties and Responsibilities
  • Lead CRTPO staff member on all matters related to TIP development and Prioritization.
  • Administration of the NCDOT Prioritization process on behalf of the CRTPO by working with member jurisdictions to identify candidate projects, conduct public engagement, lead presentations during TCC and CRTPO Board meetings.
  • Lead the local input points process by convening subcommittees, producing maps, spreadsheets, and presentations that convey the recommendations. Review and amend the local input points methodology on an as-needed basis.
  • Manage the TIP amendment process. Represent CRTPO in activities related to the air quality conformity process, including interagency consultation processes.
  • Participate in the CRTPO's Discretionary Grant Program:
    • Lead efforts related to the review of planning project proposals to ensure compliance with Regional Transportation Planning Program goals and monitor project implementation.
    • Assist with the annual project solicitation, development of project scores and the recommended project list.
  • Coordination with the NCDOT-STIP unit regarding funding issues.
  • Implementation of CRTPO's Complete Streets policy.
  • Participate in the preparation of the Metropolitan Transportation Plan, including but not limited to the project ranking process, preparation of the financial plan, and amendment coordination.
Knowledge, Skills & Abilities
  • Demonstrated experience and knowledge of the Strategic Transportation Investments legislation and NCDOT Prioritization process.
  • Demonstrated experience using Microsoft Excel to analyze data, report results, and create summaries.
  • Ability to independently create clear and informative content that simplifies the complexities of the TIP development process and Prioritization.
  • Understanding of federal statues, regulations, and policies associated with TIP development.
  • Experience with implementing the metropolitan planning process.
  • Excellent written and verbal communication skills.
Preferred Qualification
  • AICP, PE, or other certifications (GISP, AIA, etc.)
  • Master's degree in urban planning or related field
  • Proficiency in Microsoft Office Suite, including strong Excel skills, and Adobe Creative Suite
  • Experience with ArcGIS software
Minimum Qualification
  • Bachelor's degree from a four-year college or university in urban planning, transportation planning, or civil engineering with five years relevant work experience or a Master's degree in urban planning, transportation planning, or civil engineering with three years of relevant work experience.
