Salary: $33.45 HourlyLocation : Citrus County, FLJob Type: Full TimeJob Number: 202502154Department: Public WorksDivision: Technical ServicesOpening Date: 12/09/2024Closing Date: Continuous General Description The Plans Examiner I for Technical Services performs advanced technical work which provides engineering review, approval, and inspection of public and private residential and non-residential Site Development, Right-of-Way (ROW) permits, and Finished Floor Elevation Waiver Permits. Reviews and approves planning and variance applications, as well as review and determination of traffic studies, stormwater/drainage studies, and coordination between the county and Florida Department of Transportation (FDOT) for review of access management standards. Creates policies and procedures for Access Management and ROW Permitting.The schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM. Essential Functions
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Reviews subdivision improvement plans for the construction of public or private roadways and infrastructure, coordinates review of plans with other departments, approves improvement plans, processes Improvement Agreements, inspects completed subdivision improvements, reviews roadway testing data, as-built plans, and track/process Interim Maintenance Agreement for placement on 42-month developers' maintenance.
  • Reviews preliminary and final plat for the subdivision of residential and non-residential development projects.
  • Provides engineering review, approval and inspection of non-residential projects including prepare/attend pre-application meeting notes, review plans for Site Development/Site Improvement, redevelopment, or additions, retention/detention pond, inlet/pipe/swale systems, non-residential driveway, turn lanes, accessory structures, soil erosion sediment control plans, MOT plans and prepare temporary Driveway Agreement. Consults Southwest Florida Water Management District, Florida Department of Transportation website regarding coordination of permit criteria.
  • Performs technical work reviewing plats, subdivision and construction improvement plans, engineering calculations and as-builts to ensure compliance with standards, ordinances, and laws.
  • Provides engineering review and suggested conditions for Land Use and Rezoning applications for Development Agreements, Planned Unit Developments, Atlas Amendments, Conditional Use, Street Vacate, Plat Vacate, Variance including review of traffic studies.
  • Reviews right of way utilization permits for placement of public or private improvements in county right of way via Indemnity Agreement. Reviews stewardship agreement applications, prepares Stewardship Agreement with necessary documentation for approval by the BOCC.
  • Provides site inspections for all permitted projects to ensure compliance.
  • Attends meetings with Applicants, Contractors, and Consultants.
  • Attends and make presentations to the Planning and Development Commission Board (PDC), Board of County Commissioners (BOCC) and other review boards as necessary.
  • Directs permit activities, including review of engineering plans and calculations.
  • Monitors status of permit application review, checks in new permits, ensures review deadlines are met.
  • Reviews traffic and access management studies and coordinates with direct supervisor.
  • Applies the County's Land Development Code (LDC), Comprehensive Plan and other regulatory guides, recommending changes as needed.
  • Attends staff conferences, professional meetings, and other events.
  • Performs other duties as required.
Minimum Requirements Education, Training, and Experience
  • Associate's degree in STEM (Science, Technology, Engineering, and Math), or education and training equivalent to two (2) years of college
  • Two (2) years of progressive experience in Civil Engineering (Transportation and Stormwater).
  • Experience in stormwater, transportation, roadway, utility, site, and pavement design.
Certificates, Licenses, Registration, Skills
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Engineering Intern (EI), preferred.
  • Working knowledge of PONDS/AdICPR preferred.
  • Must have or be able to obtain within 90 days MOT, Asphalt I, and Stormwater certifications.
  • Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-700.b: An Introduction to the National Incident Management System
