POSITION OBJECTIVE

Under moderate supervision, the Campus Police Officer is responsible for providing law enforcement and protection services to the campus community. Provide general police services, emergency response, answer calls for service and provide other services in keeping with the mission and values of Case Western Reserve University and the Division of Public Safety. Exhibit a proactive, service-oriented approach to the provision of community-based policing services to the faculty, staff, students and visitors at Case Western Reserve.

ESSENTIAL FUNCTIONS

* Patrol assigned geographic area of campus by foot, designated vehicle or bicycle. Respond to medical, fire and criminal emergencies per established guidelines. Coordinate response with campus and external resources and responders. (35%)

* Investigate criminal and suspicious activity. Enforce federal, state, local laws and ordinances as well as university policies as required through arrest, summons, citation or other approved disposition. Conduct initial investigations, interviews, collect evidence and conduct searches of persons and property. (25%)

* Prepare written reports and documentation for activities such as criminal and non-criminal incidents, arrests, use of force, evidence collection, vehicle accidents and daily shift activity. Testify in court as required. (13%)

* Maintain security of university property by opening and closing buildings, identifying and taking corrective action on unsafe conditions and hazards in and around all university owned buildings, parking lots, garages and controlled property. Respond to various security, door and environmental alarms. (13%)

* Provide security for university events. Other security or service related duties as assigned by ranking officers. (10%)

NONESSENTIAL FUNCTIONS

* Assure all departmental equipment used is properly maintained and in good working order. (2%)

* Provide general information and assistance to the university community. (2%)

CONTACTS

Department: Frequent contact with departmental staff during regular duties.

University: Frequent contact with university staff and faculty during regular duties.

External: Members of the public are also frequently encountered passing through university property and visiting public venues owned by the university. Routine contact with police, fire and EMS personnel from the cities of Cleveland and Cleveland Heights and University Circle Police Department. Contact with other local, county, state and federal agencies may be required.

Students: Frequent contact with university students during regular duties.

SUPERVISORY RESPONSIBILITY

Police officer has no direct supervision of staff employees. May be asked to provide guidance or supervision to university security officers, student auxiliary and Case Western Reserve University EMS personnel.

QUALIFICATIONS

Experience: Customer relations and community engagement experience preferred. Familiarity with college campus environment preferred.

Education/Licensing/Certification: High school education. Bachelor's degree preferred. Successfully passed the Ohio Peace Officer Training Commission (OPOTC) certification exam is required. Must be able to obtain and maintain OPOTA certification and LEADS certification upon hire. Must be 21 years of age at time of application. Possess a valid Ohio driver's license, free of serious and/or frequent violations. Must pass a physical agility skills assessment, thorough background investigation including criminal history, aptitude test, drug screening and a physical health exam.

REQUIRED SKILLS

* Ability to successfully complete the physical, practical and academic requirements of the Ohio Peace Officer Basic Training Academy.

* Ability to successfully complete in-service training mandated by the Ohio Peace Officer Training Commission and the Case Western Reserve University Police department.

* Must have the ability to read, write and speak English fluently.

* Ability to communicate effectively with the diverse population of the campus and surrounding areas.

* Ability to effectively relay complex information both orally and in writing.

* Ability to make quick assessments of emergency situations, determine appropriate response and calmly, efficiently and tactfully enact emergency response procedures.

* Ability to establish and maintain effective working relationships with coworkers, subordinates and supervisors.

* Ability to learn and apply principles and techniques of modern policing.

* Thorough knowledge of federal, state and local laws, ordinances and regulations.

* Thorough knowledge of university rules and procedures.

* Thorough knowledge of university geography, to include: property boundaries, street names and locations, building and parking lot locations, major functions, hazards, fire and security system locations and access points.

* Thorough knowledge of university and department mission, vision and values.

* Basic knowledge of fire, security and access controls system operation.

* Basic knowledge of computer functions and operations.

* Proficient and safe use of issued firearms, non-lethal weapons and restraints.

* Use of unarmed self-defense and restraint techniques.

* Safe and effective operation of assigned motor vehicles.

* Observation and ability to remember information and details.

* Demonstrated history of successful support, education, and advocacy for all students, aligned with the values, mission, and messaging of the university, while adhering to the staff policy on conflict of commitment and interest.

* Ability to meet consistent attendance.

* Ability to interact with colleagues, supervisors and customers face to face.

WORKING CONDITIONS

The employee may be required to spend extended periods of time sitting, standing or walking and be able to bend, stoop, reach and run. The employee may be exposed to weather conditions including: heat, cold, wind, rain, snow and ice and be involved in physical confrontation and exposure to dangerous situations. The employee may be required to work extended hours based on situational and staffing needs.
