Eligible expenses such as boxes, movers, rented trucks would be covered as a part of this offer and would be reimbursed after providing receipts. In accordance with IRS regulations, reimbursement for moving expenses is a taxable fringe benefit.SCHEDULEThis is full-time shift work supporting operations 24 hours per day, 365 days per year. Everyone can expect to rotate through a variety of shifts including days, nights, holidays and weekends with proper notice.ESSENTIAL FUNCTIONS* Proactively patrols assigned areas in a business district and/or residential streets for the prevention and detection of crime, the enforcement of laws with a regular officer or alone as determined by the Chief of Police. Patrol may be on foot, bicycle, or in a motorized vehicle.* Responds to radio dispatches and citizen reports of major and minor crimes, family disputes and civil complaints and evaluates the incident and takes the appropriate action to mitigate the situation.* Provides excellence in internal and external customer service. Create a positive experience for customers through professional and courteous behavior and creative problem resolution.* Conducts investigations of criminal activity and traffic crashes; interviews victims, suspects, witnesses and others to determine relevant facts and validity of statements and alibis.* Generates and maintains records and reports of work activity including the description of incidents and their processing or disposition.* Attends judicial proceedings, presents evidence and provides credible testimony.* Makes arrests, serves criminal warrants, court orders and subpoenas, transports, books and searches prisoners.* Assists motorists with disabled vehicles, calls tow trucks and supplies information and directions to the public.* Maintains professional and technical knowledge by studying applicable federal, state, and local laws and ordinances; attending educational workshops; reviewing professional publications; practicing skills.* Complies with safety requirements of the position and actively promotes safe work practices.* Makes building security checks and provides advice/literature on crime prevention measures to business owners and residents.* Advises dispatch center of traffic hazards and damaged or abandoned vehicles.* Provides traffic control and security as assigned.* May orient and train new Police Officers and Reserves; may act in lead capacity during field operations.* Conducts special investigations and projects as assigned.* Produces an acceptable quantity and quality of work that is completed within established timelines* In an emergency event or an officially declared State of Emergency responds as directed to ensure the restoration of essential public services, facilities and infrastructure.* Works closely with community partners to provide resources, follow up and enforcement to address community livability issues.* Maintains punctual, regular and predictable attendance.* Displays excellent communication skills including presentation, persuasion, and negotiation skills required in working with coworkers/public and including the ability to communicate effectively and remain calm and courteous under pressure.* Respectfully takes direction from a police supervisor.* Ensures operation of equipment by practicing use; completing preventive maintenance requirements; following manufacturer's instructions; troubleshooting malfunctions; notifying supervisor of needed repairs; evaluating new equipment and techniques.* Works collaboratively in a team environment with a spirit of cooperation.* Maintains operations by following department policies and procedures and recommending changes* Follows policies, procedures, and guidelines as described in the Astoria Police Department and City of Astoria Policy Manuals and other documentation related to this position.* Performs other duties as assigned or directed.KNOWLEDGE, SKILLS & ABILITIES* Strong ability to communicate effectively both orally and in writing with diverse customers, employees, contractors, other agencies, public officials and the general public.* Establish and maintain effective working relationships with employees, other law enforcement personnel and the general public;* Ability to learn, remember, and apply relevant laws, ordinances and court interpretations.* Ability to write clear, accurate and complete reports; identify and remember names, faces, places, and other details;* Perform calmly and effectively in emergency and high stress situations.* Ability to engage in rigorous physical activity, when needed.* Strong ability to perform departmentally authorized use of force techniques to affect the physical arrest of criminal suspects.* Advanced ability to operate firearms and equipment safely, skillfully and in conformance with applicable laws and regulations.* Understand and carry out oral and written instructions;* Ability to use stationary portable and mobile radio, telephone, computer, video and radar equipment.MINIMUM QUALIFICATIONSAbility to perform essential job duties with or without reasonable accommodation and without posing a direct threat to safety or health of employee or others. The field of vision shall be at least 140 degrees and depth perception shall be sufficient to demonstrate stereopsis adequate to perform the essential tasks of the job.
