Purpose

The purpose of this classification under general supervision of a Reserve Sergeant or other designated departmental official is to perform a wide variety of police and law enforcement activities. Tasks are primarily service oriented and include dispensing information arbitrating disputes providing assistance through referrals property protection crime prevention and other public safety services. Duties include an element of personal danger and exposure adverse weather conditions apprehending criminals directing traffic and transporting prisoners. Incumbents perform duties in accordance with Florida State Statutes and established departmental policies procedures and guidelines. The incumbents must be able to act without close supervision and must be able to exercise independent judgment. Incumbents may be assigned to a primary functional area such as Special Services Division Patrol Division or Criminal Investigation Division.

Drug Screening

NOTE: This position is safety sensitive and requires a drug screen. If applicant did not receive drug screening upon initial hire with the City; applicant will be required to submit to drug screening prior to accepting this position.

How You Qualify:

Candidates must be a U.S. Citizen between 19 and 65 (applicant must be 19 before State Certification to work as a Police Officer will be granted). Must have a High School Diploma; GED or acceptable equivalency diploma (USAFI not accepted). Corrected visual acuity at least 20/20 in one eye and 20/40 in the other. MUST HAVE A VALID FLORIDA DRIVER'S LICENSE and an acceptable driving record; if employed.

Candidates must possess a current valid Florida Law Enforcement Certification/Completion of the Minimum Standards as set forth by the Florida Police Standards Council to be employed. Certificates of Completion may be obtained through most Florida Community Colleges.

Military: No service time required; however; if a veteran; you cannot have a dishonorable discharge; from any armed force of the U.S.

Criminal History: Candidates must not have any felony convictions or misdemeanor conviction involving perjury; false statement; domestic violence or crimes involving moral turpitude.

There are four parts to the examination process:

1.Oral Board Interview: Candidates are interviewed as openings occur.

2.Medical Examination: Candidates are given a thorough physical examination and drug screening upon acceptance; which must be passed to assure employment.

3.Polygraph and Psychological test.

4.Background and fingerprint check.

Job Description

ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Conducts routine preventive patrol in designated residential and business area and initiates contacts with both business operators and residents to establish open communications within the community.

Responds to calls for police service and takes action upon observing circumstances or situations requiring police attention.

Provides information and/or assistance to the public by answering a wide range of non-police related service calls informing citizens of available services in the community and providing referrals to other city county and state agencies when applicable.

Maintains the peace and safety of the community by quelling public disturbances and maintaining civil obedience at group functions.

Provides for the safe and convenient flow of traffic and pedestrians within the community enforces traffic violations promotes vehicular and pedestrian safety and reports unsafe road conditions.

Enforces laws and arrests lawbreakers for both felonies and misdemeanors issues Notices to Appear issues traffic citations and prepares written reports forms and other documents as required. Testifies in civil and criminal court proceedings and gives depositions.

Functions in a primary functional area such as Special Services Division Patrol Division Criminal Investigation Division or Special Operations when properly trained and so assigned whereby incumbent maintains documentation and records concerning the assigned function.

MARGINAL FUNCTIONS: Performs other related duties as required.

Data Utilization: Requires the ability to review classify categorize prioritize and/or analyze data and/or information. Includes exercising description in determining data classification and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.

Human Interaction: Requires the ability to provide guidance assistance and/or interpretation to others on how to apply procedures and standards to specific situations.

Equipment Machinery Tools and Materials Utilization: Requires the ability to operate and control the actions of equipment machinery tools and/or materials requiring complex and rapid adjustments.

Verbal Aptitude: Requires the ability to utilize a wide variety of descriptive and advisory data and information such as law enforcement materials standard operation procedures state statutes and warning/cautionary procedures.

Mathematical Aptitude: Requires the ability to perform addition subtraction multiplication division and calculate decimals and percentages.

Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written oral diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise the judgment decisiveness and creativity required in situations involving the evaluation of information against sensory judgmental or subjective criteria as opposed to that which is clearly measurable or verifiable.

ADA COMPLIANCE

Physical Ability: Tasks involve the ability to exert extremely heavy physical effort in very heavy work typically involving some combination of climbing and balancing stooping kneeling crouching and crawling and the lifting carrying pushing and/or pulling of objects and materials in excess of 100 pounds.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate odors. Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination. Environmental Factors: Tasks risk exposure to adverse environmental conditions such as dirt dust pollen odors wetness humidity rain fumes temperature noise extremes machinery vibrations electric currents traffic hazards animals/wildlife toxic agents violence disease and/or pathogenic substances.

PERFORMANCE INDICATORS The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein: Knowledge of Job: Has thorough knowledge of the methods procedures and policies of the City of Daytona Beach as such pertain to the performance of the essential duties of a Police Reserve Officer. Has knowledge of principles and practices of lawful protection of lives and property through crime/accident prevention activities criminal investigation activities and arrest and seizure activities. Has thorough knowledge of methods materials procedures and practices utilized in providing special services when assigned to a primary functional unit. Has through knowledge of the laws ordinances standards and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the Department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has thorough knowledge of terminology and related professional languages used within the Department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel as well as any external entities with which the position interacts.

Quality of Work: Maintains high standard of accuracy in performing duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains quality communication and interaction with intra- and interdepartmental personnel and any external entities with which position interacts.
