DEPARTMENTAL INFORMATIONThe Pretreatment Group manages the Industrial Waste Pretreatment Program and the FOG (Fats, Oils, and Grease) Control Program, ensuring compliance with federal, state, and local regulations to protect the wastewater treatment infrastructure and the environment. The Pretreatment Coordinator oversees commercial and industrial wastewater discharge permitting activities, manages staff, including inspectors and samplers, and directs inspections and enforcement of pretreatment standards. The role also engages in public education efforts to minimize pollutants entering the wastewater system. Additionally, this position is critical for coordinating with industrial and commercial facilities to monitor discharge quality and implement best management practices. JOB SUMMARYThe Pretreatment Coordinator position is in the Wastewater Quality Division of the Utilities Department within the City of Oklahoma City and reports to the Wastewater Pretreatment Supervisor. The Pre-Treatment Coordinator is primarily responsible for participating in and overseeing staff activities involving the monitoring and evaluation of industrial wastewater disposal activities, practices, and facility operations. Essential job functions include: reviewing and submitting analytical data reports; overseeing purchasing activities for the work section; writing letters of citation concerning industrial waste discharge violations; evaluating and processing industrial waste discharge permits; and making written recommendations concerning changes to existing industrial wastewater regulations and ordinances. Work requires considerable local travel and contact with work section personnel, City and government officials, industrial/business representatives, etc., in order to exchange information concerning industrial wastewater disposal practices; and to enforce applicable rules, ordinances, and regulations governing the field of work. Duties performed require a thorough knowledge of the field of wastewater quality as well as management and supervisory principles, practices, and techniques. The employee's work assignments are both general and specific in nature and may be received in verbal and written form. Work products are subject to review by an administrative superior through conferences, staff reports, and observations concerning status of projects.Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement. JOB REQUIREMENTS:
- Knowledge of the field of Wastewater Engineering.
- Knowledge of current and acceptable industrial wastewater concepts.
- Knowledge of basic chemistry relating to industrial wastewater.
- Knowledge of rules and regulations governing industrial waste control.
- Knowledge of supervisory and managerial techniques, methods, and principles.
- Skill in reading and interpreting codes, ordinances, and regulations governing the field of work.
- Skill in communicating in verbal and written form using tact and diplomacy.
- Ability to supervise and manage operations of a Wastewater Quality work section.
- Ability to enforce industrial waste control codes, rules, and regulations.
- Ability to read and interpret construction standards, building blueprints and technical drawings.
- Possession of a Class A Water or Wastewater Lab Operator Certification, Class B Wastewater Operator Certification or Industrial Pretreatment Operator Certification.
- Possession of a valid Driver License (Operator).
PREFERRED QUALIFICATIONS
- Minimum of four (4) years' of hands-on experience in wastewater environmental compliance processes (examples: wastewater pretreatment operations, industrial pretreatment, wastewater permitting, fog control programs, etc.)
- Minimum of two (2) years' of experience in direct supervision of employees, including experience in growing, coaching, training, evaluating, and disciplining.
- Minimum of two (2) years' of combined experience in evaluating analytical data (examples: reviewing data reports, chain of custody, evaluating non-compliant analytical results, uploading data into data programs or applications, analytical testing)
- Minimum of a bachelor's degree in a scientific field or at least six (6) consecutive years of relevant experience in roles involving complex regulations and safety protocols.
NOTE: The employee will be required to possess or obtain a valid Class B Wastewater Operator, Class A Water or Wastewater Lab Certification, or Industrial Pretreatment Operator Certification within twelve (12) months from the date of hire/promotion/transfer/demotion. Continued employment is contingent upon obtaining a valid Class B Wastewater Operator, Class A Water or Wastewater Lab Certification, or Industrial Pretreatment Operator Certification within twelve (12) months from the date of hire/promotion/transfer/demotion.COMPETENCIES
