About the Opportunity Due to the expanding cybersecurity and technology risk environment and the need to maintain a rapid pace for policy development and continued optimization and alignment with external entities for our FRS businesses, the FRS needs an AVP leader of Enterprise Policy and Assurance who will provide strategic direction for the on-going development and incorporation of information security (IS) and information technology (IT) policy into evolving business and operational models. This leader will also need to be able to inspire teams and leaders at varying levels to continuously partner for the improvement of our security and IT policy lifecycle with the appropriate amount of risk and assurance tolerances in addition to a compliance focus. The on-going work to transform and improve existing IT and security policy frameworks within the current operational model will also fall under the direct leadership of this leader - this includes the transition to SAFR Rev5, directing the policy updates needed to complete SAFR-T, and optimizing the SAFR lifecycle for AGILE and efficiency benefits. This role will report directly to the Group Vice President and has a preference to be based in Richmond, VA. What You Will Do Provide oversight and direction to sustain a timely and relevant Information Technology & Information Security policy roadmap - including the process to identify emerging needs and gaps and iterate on existing policies as environmental contexts change. Provide strategic direction and programmatic oversight to evolve the IT and IS risk management framework to align with business operational models (e.g. DevSecOps). Build partnerships across both the IS and IT communities to enable appropriate input and feedback loops for IT and IS policy development. Provide clarity and guidance to IT and IS policy owners around their responsibilities and evolving management needs. Build out sustainable processes and guidelines to navigate and support the SAFR lifecycle as needed Enable and empower the IT and security communities to balance risk and compliance effectively through guidance discussions and documents. Guide the development of persona-based communication plans and channels so that IT and IS policy evolution and guidance is well understood across cybersecurity, IT operations and application development arenas. Provide on-going programmatic direction and strategy for the evolution and transition of the FRS risk management framework. For example: the SAFR catalog transition from Rev 4 to Rev 5, and the accompanying support and communication to enable the transition and translation with our partners at Treasury and the BoG. Effectively navigate and achieve results in a federated, multi-location, multi-divisional organizational structure. Empower and lead a diverse set of technical, cybersecurity and operational experts through a hybrid of matrixed and direct reporting relationships. Build a pipeline of experts and leaders that will continue to inspire, evolve and continuously improve upon our policy frameworks and risk posture. Qualifications: Bachelor's degree in applicable discipline or equivalent experience. Minimum of 5 years strategic leadership and management experience, with an established record of achievement within a highly collaborative and matrix-style management structure (National IT, application development teams, lines of business and Reserve Banks). Experience in information security, regulatory frameworks, risk management, and/or audit functions. Demonstrated leadership ability with a proven record of successfully driving significant change. Ability to lead, develop, and reward a team of resources through a period of dynamic change and uncertain conditions. Exceptional problem-solving skills, willingness to take ownership of issues and drive for resolution. Proven record of applying judgment in creating and sustaining a sense of urgency in anticipating and/or preventing impacts to business operation. Knowledge of delivery models for application development practices to our policy and risk frameworks are achievable for development delivery teams. Ability to envision, build and mature a comprehensive (IT & IS) enterprise policy function and team for the future. An ability to cultivate a high performing team through selection, training and retention, and motivate management and staff to work collaboratively. Exceptional interpersonal skills in the creation and maintenance of lasting partnerships within a diverse workforce, including executives, and across interagency partners such as the Board of Governors and Treasury. Flexible and resilient leadership style that can shift quickly to new priorities and delivery of outcomes based on business needs. Persuasive and compelling communication and presentation skills; ability to explain policy and risk issues to a wide audience. Eligibility for this specific position requires U.S. Citizenship. The hiring range for this Assistant Vice President role is $220,000 to $273,000 For candidates outside Richmond, VA, listed hiring and salary ranges may be adjusted based on your geographic location.
