Job Title: Vice President, Supportive Housing Reports to: Chief Program Officer Status: Full-time Classification: Exempt Job Location: Multi-Site (Manhattan, Brooklyn, and the Bronx) Work Schedule: Mon - Fri Objective: Lantern Community Services is seeking a Vice President to oversee three to five Supportive Housing sites. Responsibilities include supervision of the Program Directors and the overall support of site staff to ensure best in social service delivery to tenants while ensuring contract compliance with funders. Support the site in collaboration with property management to ensure the sites are properly maintained, and partner with the leasing and the compliance team on property administration efforts. Utilize clinical and management experiences to assist with the management and implementation of staff development and training activities. The Vice President reports to the Chief Program Officer and is an active member of the Senior Management Team, and an active member of Lantern's trusted leadership team charged with making impact and contributing to its organizational culture. Program Management: Manages and oversees Lantern Community Services' for assigned supportive housing programs. The Vice President actively participates in the planning, implementation and evaluation of Lantern's programs. Responsible for the development, implementation and management of all programs, contract, and organizational dashboards and deliverables. Through supervision, coaching, and development the Vice President ensures that Program Directors exact a client-centered, harm reduction approach in the leadership of their sites, promotes and champions creative programming and engagement strategies, and manages the reporting of serious incidents to the Executive Team and Incident Review Committee (IRC), as necessary. Contract Management: Ensures programs deliver services in compliance with audit standards, approved scopes of work and within approved budget, responsible for maintaining contract budgets, including regular programmatic needs in collaboration with the Program Directors and working closely with the fiscal team to review and make adjustment to budgets monthly and as necessary. Provides active management of the building budget in conjunction with the Program Director to ensure spending is on track, the Vice President is responsible for program monitoring, auditing and compliance review of contract concerns or violations. Develops and implements review tools and reporting mechanisms for programs to use to ensure compliance. Responsible for assisting with internal system-wide periodic compliance review of contracts and programs in response to internal or external requests. Works with Executive Team to properly exercise oversight of relevant contracts including, expiration dates, outcomes or expectations and other relevant information to ensure compliance, including management of information and correspondence with funders. Participates in periodic, systematic reviews of program manuals and updates in alignment with organization's changing needs and evaluative or accrediting body standards. Policies and Procedures Management: Serves as a critical Senior Team member to ensure that all policies and procedures capture a complete view of all activities and processes within and across the organization. Monitors changes in the programs and suggest updates to policies and procedures to capture operational changes. Educates program staff on format and content required for good policy procedure. Ensures staff meets all regulatory requirements and comprehends and complies with best practices, professional standards, internal policies and procedures. Staff Training and Development: Works closely with Executive Staff to coordinate staff development and training opportunities at sites including overseeing annual scheduling and developing and maintenance of an annual training budget. Serve as a member of Training Committee and assists in the analysis of training needs and collaborates to develop new training programs or modify and improve existing programs. Ensures staff compliance with all aspects of Lantern's human resources policies, completion orientation for new hires at their sites, and assists the Program Directors with performance management in conjunction with the Lantern Senior Counsel as well as the Human Resources department. Compliance and Quality Assurance: Working closely with the Compliance and Quality Assurance teams, the Vice President is responsible for supporting and supervising their sites in maintaining compliance with funder and program requirements. This should include monitoring and meeting program goals, benchmarks and staffing patterns. It will also include the use of data to maintain and improve the program, while developing and empowering site-based leadership to do the same. Required Education and Experience: LMSW/LCSW required, SIFI preferred and/or willingness to pursue SIFI. Minimum of 12 years of progressively responsible supportive housing experience in NYC, with at least 5+ years in a Program Director capacity in supportive housing setting – managing government-agency contracts with DOHMH, OMH, HASA, HRA, etc. Demonstrated experience in program supervision, clinical oversight, outcome measurement and fiscal management. Demonstrated expertise and success developing and monitoring programmatic work and creating metrics to measure outcomes. Experience managing relationships with property management partners Excellent writing and people skills, with an ability to partner with a dynamic leadership team. Personal qualities of integrity, credibility, and commitment to the mission of Lantern Community Services. Flexible and able to multitask - can work within an ambiguous, fast moving environment, while also driving toward clarity and solutions; demonstrated resourcefulness in setting priorities and guiding investment in people and systems. Experience working with evidence-based models, specifically Motivational Interviewing, preferred. Must adhere to person-centered, harm reduction models. Preferred Experience: Experience in working with families, young adults aging out of foster care, as well as single adults, highly desired. Experience working as part of, or managing, a multi-disciplinary team (including primary health and psychiatric providers) highly desired Experience as a Case Manager in supportive housing, intensive case manager, etc prior to obtaining supervisory roles Experience working with those with chronic health and mental health concerns and substance use as well as those who have experienced chronic homelessness is preferred. Work Environment: This job operates at supportive housing sites and works with a population who experiences mental illness, addiction, disability, HIV, and other chronic illnesses. Physical Demands: While performing the duties of this job, the employee is regularly required to stand, walk, sit, stoop, climb stairs and/ or kneel. They must also use hands to type, handle, or feel. The employee is frequently required to talk or hear and must occasionally lift and/or move up to 5 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
