Applications will continue to be accepted until further notice.Salary Range: $100,116.30 - $137,659.91/annuallyplus a generous benefits packageUnder general direction, supervises the current or advanced planning functions in Community Development Department and performs responsible professional work involving the development review or advanced planning programs. This is a mid-management professional planning position. ESSENTIAL FUNCTIONS AND BASIC DUTIES Include but are not limited to the following:
  • Serves as first-line section supervisor to planning section staff, reporting directly to the Community Development Director.
  • Leads staff planners in current planning or advance planning sections administering development review in compliance with zoning and subdivision ordinances, historic preservation, and policy implementation of the General Plan, Local Coastal Program and Specific Plans; analyzes complex site and building plans for quality of urban design, aesthetics, function, appropriate neighborhood integration and context; reviews building plans for architectural design quality with sensitivity to neighborhood compatibility.
  • Ensures accurate project analysis and quality control for the preparation of notices, reports, ordinances and resolutions, plans and maps, and agendas related to hearings.
  • Undertakes responsible assignments in current or advanced planning to complete development review for project or program compliance with land use policies and ordinances or to complete comprehensive planning functions for policy and ordinance research, analysis, design, and implementation.
  • Prepares complex planning reports and directly oversees the preparation of staff reports and documents prepared by subordinate staff; provides recommendations to the Community Development Director.
  • Represents the City as technical advisor to assigned committees, serving as staff advisor, secretary or Chairperson and advising supervisor of committee work.
  • Supervises, trains, and evaluates staff; assigns and monitors work to meet project deliverables, public hearing deadlines and departmental performance measures; acts as a technical resource and provides planning support to Community Development Department management, City employees, and the general public.
  • Plans, researches, analyzes, and prepares a variety of complex reports related to staffing and budgetary needs. Works with the Community Development Director to develop and monitor division work programs and budget. Monitors work, products, and billing performed by consultants or contract staff; serves as project manager on special projects, including review of proposals.
  • In the advance planning section, develops program policies, procedures, and guidelines; reviews reports, data, correspondence and staff activity for compliance with policies and guidelines; recommends policy and procedural changes; applies for and administers grants; and implements programs.
  • In the current planning section, supervises the public counter operations, ensures development project cases are completed in an accurate and timely manner, and maintains the Planning division's permit tracking system.
  • Attends Committees, Planning Commission, and City Council hearings as well as community stakeholder meetings as required and are routinely conducted in an evening setting. Can function as Planning Division lead at community stakeholder meetings and for Committees, Commissions and as necessary, the City Council.
MINIMUM QUALIFICATIONSEducation and/or Experience:Any combination of education, training and experience equivalent to a bachelor's degree in urban planning, urban design, landscape architecture, architecture, environmental studies, public administration, engineering or a closely related field and five years of increasingly responsible professional planning, former redevelopment agency work or related program management experience in the assigned area including two years of first line supervisory experience or three years of lead responsibility or oversight of projects or programs are required. Experience with the California Coastal Act, professional planning experience in a California public agency, and a master's degree are all highly desirable.License/Certificate:All licenses and certificates must be maintained as a condition of employment.
  • A valid appropriate California driver's license may be required.
  • Maintain a satisfactory driving record.
  • AICP certification is desirable.
Skills:Skills to read and interpret site plans, landscape plans and related materials; evaluate plans, proposals and designs; collect, tabulate and compute planning statistics and prepare charts, tables, maps and graphic presentation; organize and conduct planning research studies; make clear and effective public presentations; plan, organize and complete complex and long-term assignments; conversant with a variety of computer programs; assign and supervise the work of assigned staff; and administer programs, projects, contracts and grants.Knowledge:Knowledge of principles and practices of organization and functional system design for program management and operations, administration, personnel and budget management; contemporary principles and practices of urban design, comprehensive planning theory; statistical and analytical research methods relating to planning theory and policy development; Local, State, and Federal laws pertaining to planning, zoning, environmental review, general plan, land subdivision administration, redevelopment law and practices, and the California Coastal Act; development review analysis and processes; including site plan review, design charrettes, architectural and urban design; historic preservation theories and principles; public participation techniques; and pertinent city government organizations, functions, policies, rules and regulations.Abilities: Ability to establish, maintain and continually lead and implement a systematic approach to the work completed by the Planning Division. Plans, assigns, and supervises the work of others; motivates and trains staff to accomplish goals and meet deadlines; compiles and analyzes technical planning data; prepares and presents clear, concise reports; read detailed and complex site plans; communicates effectively in both verbal and written form; establishes and maintains effective working relationships with other employees, City officials, community stakeholder groups, and the public; interprets and applies Local, State and Federal regulations and administrative policies; develops policies, ordinances and procedures; and maintains both electronic and paper records in a detailed and orderly state pursuant to department protocols.
