Job Description SUMMARY: Reporting to the Associate Director of Postal Services, the Principal Postal Clerk supervises and performs work involved in operating a mail and receiving section, utilizing, maintaining, and repairing electronic and computerized equipment used to prepare mailing materials and postal funds accounting. The Principal Postal Clerk additionally oversees and maintains the operation of university Passport Services. This position is also responsible for assisting students and other customers with packages and mail, supervising subordinate postal employees and Student Assistants, and working with departmental budget accounts in the Workday Finance System.
PRINCIPAL DUTIES AND RESPONSIBILITIES: - Plan, organize, assign, supervise, and perform the work of the mail unit and ensure compliance with federal regulations. Alert the Associate Director to discrepancies and escalate unresolved issues as appropriate. Recommend operating and service efficiencies. Oversee mail operations in place of the Associate Director in their absence.
- Assigns, instructs, and supervises the performance of subordinate employees and Student Assistants, including collecting, sorting, distributing, recording, and stamping incoming and outgoing letters and packages. Guide personnel on compliance and policy updates and ways to achieve efficiencies. Supervise, enter, and approve employee time and attendance records and evaluate employee performance and conduct.
- Process regular mail and bulk mail. Generate U.S. Postal reports required for verification, zip code qualifications and destinations for the greatest discount rates. Prepare additional reports as required.
- Supervise the organized and timely collection and delivery of outgoing mail to the United States Post Office in accordance with federal regulations.
- Maintain an accurate schedule of collection and delivery times to ensure proper mail handling. Update schedules as necessary to conform to changing conditions.
- Maintain accounts for postal fees, including metered postal, special delivery, special handling, air mail, registered mail, express mail, insured mail, and other postage accounts.
- Maintain daily accounts of postage charges for user agencies. Prepare reports of postage used by various units on a monthly basis according to the statutes of the Central Postage Account System.
- Supervises and performs the work of university Passport Services, including monitoring inventory and submitting checks to the Cashier's Office.
- Operate, regulate, and service Electronic Remote Meter machines and order supplies as required.
- Ensure that letters and packages are weighed in accordance with federal regulations with the correct amount of postage.
- Answer incoming calls and email inquiries, and provide responses. Respond to customer concerns and requests for information in an expeditious and professional manner, and provide effective, appropriate, and consistent communication with outside stakeholders and campus constituents.
- Assume responsibility for maintaining a designated section of the stock room or area. Help with unloading and unpacking shipments from trucks.
- Check incoming shipments for conformity with orders and specifications and verify that stock is in good condition.
- Deliver packages, mail, and other supplies and equipment by use of a motor vehicle.
- Take periodic inventories and ensure that stock areas (including floors, shelves, bin, and racks) are maintained in a clean, orderly, safe, and sanitary condition. Maintain a set of stock record cards.
- Coordinate procurement requisitions for supplies and equipment and submit them to Accounts Payable for inventory chargebacks.
- Assist with developing or coordinating training and safety awareness materials and programs for staff and students.
- Performs other duties as assigned.

QUALIFICATIONS:
REQUIRED: - A High School Diploma or GED.
- A minimum of two (2) years professional experience processing incoming and outgoing mail and supervising mail employees.
- A valid Driver's License (to drive university vehicles).
- Physical Abilities:
- Ability to travel between campus locations.
- Ability to occasionally climb ladders and stairs.
- Ability to occasionally lift 50 pounds.
- Ability to work outside standard business hours to respond to campus emergencies when necessary.
PREFERRED: - Knowledge of postal regulations, accounts, processes, and equipment utilization
*NOTE: This is a Civil Service position. As required by the State of New Jersey, in order to be certified to the position and attain permanent status in title, candidates are subject to an examination process and successful completion of a 4-Month Working Test Period. This position is designated as essential. The designation of essential requires employees at these 24/7 facilities to be present due to inclement weather situations. This position requires on campus work and is not a position that allows remote work.
SALARY RANGE: R14: $45,562.00 -$63,905.44
*NOTE: Salaries for internal candidates are determined by the New Jersey Civil Service Commission's formula. Salaries for external candidates are determined up to step four, $51,676.48.
