This position will monitor daily activities of the purchasing function including evaluating needs, conducting research to find the best product and establishing a timely supply; while maintaining compliance of the procurement process at all times and providing support to the Procurement Services Manager to ensure the timely and accurate processing of PCCA supply and service requests. ESSENTIAL FUNCTIONSParticipates in the purchase of equipment, materials, services and suppliesDevelops specifications and other necessary documents related to the purchasing of equipment, materials, services and supplies in both formal/informal and cooperative purchasing needs for the organization Serves as a liaison with cooperative purchasing programsEvaluates and analyzes purchasing needs and trends to identify adequate supply and purchasing costs using supply requests for goods and/or services from PCCA StaffCreates requisitionsMaintains contact with vendors; keeps informed of new products, market conditions, and current prices; monitors and evaluates vendor performanceConfers with PCCA Staff to determine purchasing needs, specifications, areas of standardization and special problemsCoordinates purchasing activities with PCCA StaffDiscusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble and take corrective actionServes as liaison on matters relating to substitutions, equivalents, delivery schedules, and vendor problemsMaintains all reporting to cooperative purchasing programsMaintains all reporting to Texas Ethics Commission Performs other related duties as assignedCPR certified or the ability to become CPR certified within the first year of employmentTier 3 status designation CANDIDATE PROFILEThe preferred candidate for this position should be an organized, thorough, and able to multi-task in a fast-paced environment with a focus on maintaining optimal integrity in support of the PCCA.
