Job Description :

We have partnered with NASA to support space flight programs for more than 40 years. While the majority of work is directly in support of LaRC, other industry partners and Government agencies may be supported at remote sites as directed by the Contracting Officer (CO). The Center Maintenance, Operations, and Engineering (CMOE) contract comprises of three major categories of work - Operations, Maintenance, and Engineering (OME).

The Procurement Specialist will perform purchasing of products that may be Commercial Off The Shelf (COTS), non-part numbered/high tech or custom developed products, and services appropriate to purchase orders within approved thresholds.

Responsibilities:

+ Establishes competition for purchasing

+ Utilize and maintain an extensive vendor source database

+ Supports the procurement department by keeping abreast of new products and services

+ Analyzes vendor supplied proposals and pricing, discounts, and delivery dates

+ Determines appropriate procurement sources and justifies the price is fair and reasonable

+ Responsible for coordinating between vendor sources and the requesting department/source

+ Prepares, obtains, and maintains required documentation including but not limited to vendor information and status forms, purchase orders, subcontracts, specifications, Terms and Conditions, Certifications, deliverables and supporting documentation utilizing standard forms and negotiated terms and conditions

+ Monitors delivery for conformance to the PO/Subcontract

+ Responsible for Purchase Order files to include invoices from cradle to grave

U.S. citizenship required. Requires two (2) years of college courses in business administration or appropriate discipline with six (6) years of progressive and relevant experience. Additional relevant education may be substituted for progressive experience.

Proficiency with Microsoft software (Word, Excel, Access, PowerPoint). Requires good oral and written communication skills and analytical capability. Valid driver's license required.

Essential Functions :

Work Environment:

Office environment (90%). Travel between various facilities is required and may bring exposure to loud noise and potentially hazardous equipment operation (10%).

Physical Requirements:

Must be able to walk, stand, bend, twist and sit for extended periods as well as climb, crawl, and be able to lift up to 35 lbs. May be exposed to areas of high noise levels (15%)

Standard office equipment (PC, telephone, fax, copier, etc.) (90%)

Safety and personal protective equipment (10%)
