Program and Job Description:

The Division of Information Technology's mission and vision is to promote and protect the health of all New Yorkers through the use of innovative technology and health information that is useful and available, such that we envision a city where all New Yorkers can realize their full health potential, regardless of who they are, where they are from or where they live. The Office of IT Administration, Financial and Personnel Services provides general business and infrastructure services to the Division of Informatics and Information Technology. It manages agency-wide IT contracts and centralizes the procurement process of IT goods and services. Additionally, the office oversees personnel services, which include the management of human resources functions such as recruitment, hiring, training, performance evaluation, and employee relations for IT staff.

The selected candidate will serve as the Procurement Supervisor. Under minimal direction, with wide latitude for independent initiative, judgment and decision-making, manage complex fiscal administration, oversee & direct a staff responsible for all fiscal and procurement services, ensuring that these activities within the procurement unit run effectively and efficiently. The Supervisor will serve as oversight for procurement of goods and services, overall responsibility for procurement actions based on the OTPS budget and Division needs including, contracts, micro-purchases, service agreements, etc. Will ensure compliance to all existing Procurement Policy Board rules, Agency Chief Contracting Officer and Comptroller rules and regulations. Additionally, the candidate will collaborate with work with Senior Leadership to perform needs assessments, develop fiscal year spending plans, analyses, and reports. This position will supervise staff engaged in all phases of the procurement process, including but not limited to coaching, training and mentoring.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

* Extensive knowledge of the procurement/contracting process and New York City Procurement Policy Board rules.

* Working knowledge of information City-specific IT applications including FMS, Passport, etc.

* Knowledge of negotiation best practices, both in-person and in written format.

* Maintain and update internal procurement database.

* Advanced analytical and reporting skills.

* Perform other duties as required to ensure that procurements are completed on schedule.

* Perform related assignments and special projects as required.

* Oversee P card purchases and payment for the Division.

* Supervise and/or train procurement and contract staff in monitoring, tracking and processing the bureau's purchase requisitions including but not limited to processing purchase orders and contracts and ensuring claims and invoices are processed in a timely manner.

PREFERRED SKILLS:

* Experience in New York City's contracting process and systems

* Strong knowledge of the City's procurement policy and federal grant rules and regulations

* Ability to develop RFP's and scope of services. Ability to develop grant budgets and budget related narratives

* Experience in finance, contract administration and grants management

* Excellent interpersonal, writing and communication skills

* Must be proficient in Microsoft Excel, Word and Visio

* Highly organized and exceptionally detail oriented

* Successful experience working under strict deadlines

* Comfortable with working in multiple automated systems

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or

2. A valid New York State Certified Public Accountant license.

To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.

New York City residency is generally required within 90 days of appointment.
