The Work You Will Do:

The Division of State Lands, as Florida's lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division's role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida's residents and visitors can truly appreciate the state's unique landscapes.

The Difference You Will Make:

In 1855, the Trustees of the Internal Improvement Trust Fund was created as an agency of the Florida government. In 1841 the U.S. government had granted each state in the union 500,000 acres. Combined with the land received because of the Swamp and Overflowed Lands Act of 1850, the Trustees had more than 21 million acres under its control. Since then, Florida has worked to protect and conserve natural resources.

Land Management and Acquisition Survey

The primary function of this section is to prepare appraisal maps, agenda maps and procure survey products to assist in land acquisition and land disposition. This section contracts with private survey firms to provide surveying services. Other functions include reviewing surveys, sketches and legal descriptions, as well as calculating areas and preparing maps for upland easements affecting state lands, submerged land leases, upland leases and regulatory conservation easements.

Public Land Surveys

• Provide administrative services for Florida Public Land Survey Restoration and Perpetuation Act

• Provide survey and mapping data on Land Boundary Information System (LABINS.org) through contract with FREAC (Florida Resources and Environmental Analysis Center), the online repository for the records

• Supervise and assist in the densification of geodetic control used in the development of Geographic Information Systems (GIS) by state and local agencies for managing and maintaining infrastructure

• Provide aid and materials to the surveying and mapping community to enhance the restoration, rehabilitation and reconstruction of public land survey corners

Your Specific Responsibilities:

This is advanced surveying and mapping work requiring licensure by State of Florida, Board of Professional Surveyors and Mappers.

Consult with staff at Title and Land Records on ownership, disposition and management documents being submitted for inclusion into the Board of Trustees Land Document System and FL-SOLARIS. Review legal descriptions, perform mapping, conduct reconciliation processes, and coordinate with other office and agency personnel that execute ownership, disposition, and encumbrance instruments in the validation of land records to assure accuracy and completeness.

Assist Supervisor in review of state land ownership determination projects; performs mapping, surveys, inspections, and associated work necessary in identifying the boundaries, encumbrances and apparent use on state-owned uplands and sovereignty land. Assist (fill-in) for supervisor/staff in their absence. Provides assistance to and consults with Division staff, DEP field office staff, water management district staff, general counsel staff, and others engaged in research of state land title issues, surveys and current and historic procedures and surveys related to state owned lands.

Download, convert, and upload necessary GIS data from internal and external sources. Perform GIS spatial analysis. Prepare and assist with the compilation of data such as field notes, aerial photography, surveys, maps, deeds, and sketches using GIS. Provides support for cartographic design and high-quality map production. Creates maps, databases, and reports to support mapping efforts of the department. Performs activities in the preparation and execution of project items that go to the Board of Trustees Cabinet meetings, and the preparation of exhibits and maps in support of the litigation process.

Assist the Geodetic and Tide Gauge Programs when needed.

Performs other related work as assigned or as necessary.

Required Knowledge, Skills and Abilities:

Knowledge of: Principles and processes involved in business and organizational planning, coordination, and execution; Land surveying and mapping terminology, principles, tools and techniques; Concepts, terminology, principles and techniques of surveying; Coordinate Geometry Program to plot surveys; Geographic Information systems; General understanding of real property legal aspects.
