This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Duties Description Under the direction of the Regional Construction Engineer, the candidate will perform lower-level professional duties and technical tasks for the Regional Construction Office. The Program Aide will assist professional staff with program activities at a para-professional level that includes, but is not limited to:•Manage and administer the Construction Group's CSMIN program. •Responsible for activation of Capital Program D Contracts in the AASHTOWARE SiteManager construction management software.•Responsible for the review of progress payment estimates for the Regional Consultant Inspection Term Agreements.•Manage the recruiting and outreach processes for the Regional Construction Group to include Transportation Construction Inspector (TCI) hiring.•Responsible for the oversight, management, and coordination for the hiring of Transportation Construction Inspector's, to include reviewing applications and checking minimum qualifications. •Prepare and schedule all interviews; oversee application review and reference checks for applicants.•Maintain database and spreadsheets in support of the Construction Office, to include TCI Hiring, EIC Upgrade, Safety Footwear Reimbursement, Consultant Inspection Hours, Construction Staff Assignments, and State/Rental Vehicle Mileage.•Generate and maintain tracking reports, spreadsheets, and databases in support of budgeting, personnel, project assignments and other activities within the Construction Office.•Manage the Construction Group's Regional NPS budget and maintain an accurate database of purchases and available funds.•Process p-card transactions, purchase orders, purchase requisitions, travel expense reports as a proxy, invoices, and payment vouchers in the Statewide Financial System (SFS).•Purchase equipment and supplies for the Regional Office as well as for the Technical Services unit and field staff. This is to include safety equipment, inspection related tools as well as specialty equipment as authorized by the Regional Construction Engineer.•Monitor the Group's Overtime usage and maintain a database of costs; analyze OT usage and review usage against budget.•Maintain personnel, listings and training records for Construction Staff and update Construction's Visio Organization Chart as required.•Possess a working knowledge of Microsoft Office Word, Excel, PowerPoint, and Visio.•Maintain annual staff listing for SAD pay, safety boots, etc.•Assist the Regional Compliance Specialist by maintaining spreadsheets, preparing sub-approval packets, performing payroll audits, printing monthly reports, checking Prime insurance in AASHTOWARE, and other assignments as deemed appropriate.•Other assignments as deemed necessary by the Regional Construction Engineer.Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations. Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
