The successful candidate will directly support a diversity of acquisition tasking, technical writing, market research, supply chain trouble shooting, and provide exemplary customer service to the customer. This position is available for immediate hire and located in Dahlgren, VA.   • Manage procurements from beginning to end to ensure timely ordering, tracking, and delivery to end user
  • Assist in the creation and development of life cycle cost analyses of projects
  • Perform cost benefit or economic evaluations for current or projected programs
  • Analyze information to develop program reporting systems including the systems specifications, data gathering and analytical techniques
  • Perform pre-purchase activities (including market research, performance work statements, Information Technology Purchase Requests (ITPRs), safety approvals, technical screening of mandatory sources, and development of acquisition package)
  • Gather market research data and technical data from vendors for government customers to create proper and accurate acquisition packages
    • Types of acquisition requirement packages are the purchase card, MILSTRIP, and Simplified Acquisition Process (SAP)
  • Submit purchase requisitions and track to receipt of material via required database systems
  • Assist in development of procurement strategies and operating guides to assist requestor through the procurement process
  • Work closely with requestors to streamline the procurement process and minimize cradle to grave acquisition
  • Lead communication and engagement with the technical department to ensure procurement packages are complete and processed in a timely manner
  • Provide expert guidance, policy/procedure interpretation, and issue resolution for acquisition and financial activities
  • Continuously review policy for updates and applicability to each acquisition request
  • Provide resource material for best practices and knowledge sharing
  • Maintain communication of acquisition changes and request status through O365 SharePoint page and TEAMS
  • Apply analytical and investigative techniques to recommend procurement strategy
  • Communicate strategy, timelines, and any foreseen issues with the requestor in a collaborative environment
  • Organize and maintain acquisition information for historical review
  • Pull reports from IBPES, and distribute to Shake holders as directed
Essential Skills and Experience:
  • Must be a U.S. Citizen and be able to obtain and maintain an active Secret Security Clearance
  • Must have a minimum of five (5) years professional experience with four (4) years directly related to logistics support and acquisition support
  • Must have experience in analyzing and evaluating the effectiveness of program operations in meeting established goals, requirements, and objectives
  • Proficiency with Microsoft Office products including Excel and Project
  • Ability to work independently and on a team
  • Ability to communicate with other organizations within NSWCDD
  • Excellent writing skills
  • Mature research skills
  • Organization skills
Preferred Skills and Experience:
  • Experience with Navy Enterprise Resource Planning systems (ERP)
  • Experience with Statement of Work (SOW) development.
