Hill International is seeking a Program Director in Seattle, WA

This position is accounting for the set-up of the General Engineering Consultant (GEC) program team and leading it to successful delivery of the complex Washington State Ferries System Electrification Program (WSFSEP).

Responsibilities:
  • Develop and implement the engagement plan for senior stakeholder and client staff to develop positive relationships.
  • Communicate the actions needed to implement the GEC team's technical strategy and business plan; motivate staff to commit to these goals.
  • Take appropriate action to resolve any issues identified during program delivery to give senior stakeholders and clients confidence that the program can be delivered on time, within budget, and to quality objectives.
  • Function as a subject matter expert in program delivery to senior stakeholders and clients.
  • Develop and/or deliver budget plans at the task order level relative to the program with guidance from senior client staff.
  • Develop and/or deliver a management plan for significant aspects of program risks. Oversee and approve the Risk Management Plans for projects/programs as required.
  • Explore and develop a detailed understanding of external developments or emerging issues and evaluate their potential impact on the program.
  • Conduct or oversee complex feasibility studies and document findings as needed relative to the program.
  • Drive a culture of innovation by enabling the creation of multi-stakeholder cost-effective solutions to identified issues.
  • Oversee the development of project and program management frameworks and tools and ensure compliance.
  • Provide specialist advice from the GEC team to senior client staff to resolve complex issues and enable others to take appropriate actions.
  • Support the project review process; provide stakeholders with accurate and relevant information and key recommendations at agreed review points to enable them to evaluate progress and agree on change.
  • Oversee project and internal communication protocols for quality, effectiveness, and efficiency. Recommend communication improvements based on experience and knowledge.
  • Identify and resolve differences between individuals and internal/external parties within the parameters of the contract to prevent negative impacts.
  • Monitor compliance with the commercial requirements of the prime contract, subcontracts, and internal agreements in relation to the project.
  • Collaborate with various levels of WSF and Washington State Department of Transportation contracting staff to avoid adverse commercial issues.
  • Agree, manage, and discharge duties under the contract, sub-contracts or internal agreements including monitoring compliance and management of change for the program.
  • Recommend to clients various procurement options applicable to the project/program.
  • Continuously oversee the accuracy of the project governance and organization structures, making adaptations as needed through the project life cycle.
  • Forecast potential opportunities and recommend suitably qualified people for a project, helping resolve resource conflicts between projects/programs.
  • Identify staffing shortages within the practice and advise management and human resources on current and future needs.
Minimum Requirements:
  • Must be local or willing to relocate to Seattle, WA area.
  • Bachelor's degree from an accredited institution in Project Management, Engineering, Architecture, Business, or related degree.
  • Fifteen (15) years of experience working in a project environment with 10 years as a Program Manager, with increasing responsibility for key management tasks for one or more high complexity mega-projects, preferably civil.
  • Experience with project management related digital tools and systems, able to adapt to their use as required.
  • In-depth experience in project management industry best-practice processes, methods, techniques, and tools through the project life cycle.
  • Excels in all forms of communication at all levels of internal and external stakeholders.
  • Experience with various project delivery methods and contract types including Design Bid Build, Design Build, Joint Venture, etc.
  • Experience managing schedule performance on major projects and/or programs.
Preferred Qualifications:
  • Master's or Doctorate degree from an accredited institution in Project Management, Engineering, Architecture, Business, or related degree.
  • Certification with the Project Management Institute as a Project Management Professional; or certification as a Certified Cost Professional with AACE International.
  • Knowledge of WSHDOT policies and procedures.
  • Local mega-project experience.

The salary range for this position is $280,000-$320,000, based on the applicant's qualifications, education, experience, and work location.
