Program Manager Temporary position 10/1/2024 to 9/30/2026
POSITION SUMMARY: Under the direction and supervision of the Director of Shelter, the Program Manager will oversee the grant-funded shelter services for non-citizen migrants, operating the program from a hotel(s) with an onsite office. The Program Manager will ensure that contractual obligations are met by leading and coordinating onsite case management services, collecting and reporting data and providing supervision and guidance.
POSITION DESCRIPTION:
* The Program Manager is responsible for supervising and coordinating all aspects of the Shelter Services for non-citizen migrants.
* The Program Manager will coordinate delivery of services including medical care, essential item distribution, document review, and any other tasks in conjunction with the provision of sheltering and wraparound services to non-citizen migrants.
* The Program Manager will supervise, train, and mentor staff while observing the strict confidentiality of migrants and their information (case managers, shift lead, etc.).
* The Program Manager will participate in identifying and hiring qualified candidates for open positions.
* The Program Manager will provide orientation and training to new staff regarding program and agency standards, scope of work, job duties, trauma-informed practices and mentor staff in skills needed to be successful.
* Assign and monitor staff in case management and support activities, ensuring work is distributed evenly among the team members.
* Motivate and enable staff to perform up to the highest professional standards to meet contractual obligations as well as VIP's mission, values and strategic plan.
* In collaboration with internal and external departments and partners, liaison for various service providers, medical, legal, etc. to facilitate the coordination of service delivery in a prompt and effective manner.
* Manage all aspects of operations, transportation coordination and scheduling, check-in and check-out procedures, travel arrangements, meals and medical care.
* Project operational needs on a weekly basis and ensure all materials and staffing needs are addressed ahead of time.
* Conduct meetings with staff to review and discuss problem cases, development, update plans, address issues and assign tasks equitably.
* Respond to and remedy all incidents/accidents and safety concerns that are reported and escalate those concerns to leadership per VIP and funding guidelines.
* Prepare and review program tracking data, charts and reports.
* Track all program data and staff workload, making sure that program outcomes are achieved.
* Provide responsive, high-quality services to clients, other staff, and representatives of outside agencies through accurate, complete and up to date information in a courteous, efficient and timely manner.
Requirements
POSITION QUALIFICATIONS:
* Must have at minimum a bachelor's degree with 2 years' experience providing human or clinical services within a social service supervised setting working with vulnerable populations.
* CPR/First Aide or receive within 2 months of hire.
* Ability to interact effectively with all the populations served.
* Ability to speak, read and write the English language.
Bilingual (English/Spanish) a plus, language line available for English only speakers
* Excellent interpersonal, oral and written communication skills.
JOB SETTING:
* Must possess sight and digital senses or prosthetics that will enable the essential functions of the job to be completed.
* Requires schedule flexibility.
* Must be computer literate.
