This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:Applicants must possess a bachelor degree and three years of regulatory compliance/oversight experience within a regulatory entity with primary (over 50%) responsibility on two or more of the following: accounting and auditing; investigating and/or inspecting regulated entities and facilities; interpreting and explaining policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals; policy analysis and research; surveillance; quality assurance that included evaluating whether projects met/are meeting requirements that included risk assessment; providing professional level economic development products or services; community outreach which included vulnerable populations; negotiating and/or approving contracts or agreements with suppliers, distributors, federal or state agencies, or other administrative control processes. Master's and higher-level degrees will substitute for one year of required experience.Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law. Duties Description The incumbent will be responsible for developing and managing public health and educational programming including developing and disseminating educational materials as well as supporting the Policy Unit with the drafting of reports, procurements, presentations, memos, and guidance.Duties include, but are not limited to:•Develop tools and resources that reflect the most current and innovative research on methods for educating target populations on cannabis as well as reducing cannabis related harm including brochures, fact sheets, manuals, posters, training curricula, videos, bulletins, and podcasts that span all aspects of education and harm reduction for medical cannabis, adult-use cannabis, and cannabinoid hemp.•Develop and disseminate culturally-responsive lower risk cannabis consumption materials. •Research, evaluate, develop, and deliver uniquely tailored messaging and materials to a wide array of key stakeholders.•Facilitate focus groups with priority populations to gather input on potential educational materials. •Draft and coordinate public health and harm reduction policy development, analyses, guidance, and materials. •Draft publications and prepare programmatic reports.•Develop and implement standards for program evaluation and strategies for problem resolution.•Manage and oversee the development of Requests for Proposals and other procurement efforts to support the Public Health and Education Team. •Serve as liaison with stakeholder groups, other governmental entities on a local, State, or federal level as well as other units within the Office of Cannabis Management.•Provide public health and harm reduction consultation to management in OCM, other state agencies, local health departments and other various stakeholders.•Oversee and collaborate with staff to develop and disseminate education and training resource materials including materials available at point of sale.•Serve as a subject matter expert for cannabis-related health information and outcomes. •Assist in planning, coordinating, monitoring and evaluating public health initiatives. This includes the development and maintenance of project workplans, as well as the identification and facilitation of barriers that may impact project timelines.•Perform full range of supervisory functions. •Performs other related duties as assigned. Additional Comments *There is no examination required for appointment to a NY HELPS position. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
