Are you an experienced project manager with exceptional organizational skills and a self-motivated drive to lead impactful programs? The Virginia Department of Motor Vehicles (DMV) is seeking a Program Specialist Sr. to join our Driver Licensing Division within the Driver Services Administration. This role is central to ensuring DMV's compliance with legislative and operational mandates while strengthening relationships with courts, stakeholders, and federal agencies.

Position Overview

This specialist position oversees statewide Driver Licensing Programs, focusing on project management, stakeholder engagement, and legislative compliance. The role requires exceptional organizational skills, strategic thinking, and the ability to lead cross-functional initiatives in a dynamic environment.

Key Responsibilities

* Lead cross-agency projects to implement legislative and procedural changes successfully.

* Serve as a liaison between DMV, courts, advocacy groups, and federal partners, including FMCSA and AAMVA.

* Develop project plans, monitor progress, and ensure initiatives are delivered on time and within scope.

* Conduct stakeholder analyses, identify program gaps, and create actionable solutions.

* Manage IT-related projects impacting the Driver Licensing Division.

* Prepare and deliver comprehensive reports, presentations, and training materials to internal teams and external stakeholders.

* Evaluate and refine DMV programs to align with state and federal regulations.

Minimum Qualifications

* Proven expertise in project management, stakeholder engagement, and conflict resolution.

* Demonstrated ability to manage multiple priorities and meet deadlines in a fast-paced environment.

* Strong analytical skills and proficiency with Microsoft Office tools.

* Excellent written and verbal communication skills, including experience preparing reports

and conducting presentations.

* Valid driver's license with no more than 6 demerit points.

Additional Considerations

* Bachelor's degree in Business or a related field or a combination of training and experience indicating possession of required knowledge and skills.

* Knowledge of the legislative process and experience implementing legislative changes.

* Familiarity with federal agencies such as FMCSA and AAMVA.
