Summary The Finger Lakes Healthcare System has 1 vacancy for a Program Support Assistant in the Engineering Service Department at the Canandaigua VA Medical Center. The incumbent coordinates activities with all other Care and Service Lines and also coordinates activities with other entities. They also coordinate activities and provides guidance and technical direction onoffice procedures to all unique disciplines within Engineering Service. Responsibilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major duties include but are not limited to: Office and Administrative Duties - 90%: Provides leadership and expertise pertaining to clerical work performed in all sections under the Engineering Service milieu. Assures that department leaders are informed of updated and/or new policies, directives, etc. Monitors and provides follow-up on all Engineering Service policies to assure they are current. Answers questions concerning policies and procedures related to support/office services and new projects, requests, and shifts in priorities and commitments. Develops, executes and coordinates WOC Revocable Licenses for local organizations' usage of VA space (i.e. Auditorium, conference rooms), works closely with Regional Counsel. Organizes orientation for all new employees. Provides timekeeper or alternate timekeeper duties for all Engineering Service time and leave units. Ensures completion of reports and the meeting of deadlines for the entire Engineering Service to include all department supervisors. Coordinates all personnel needs with Human Resources to include organizational and recruitment, functional charts, position descriptions, personnel actions and participates on interview panels for vacant positions. Utilizes VISTA to submit, transfer, and close completed work orders by inputting work load data and filing and storing closed work orders. Works with Human Resources to provide documentation and supervisor assistance during hiring actions. Serves as record liaison for Engineering. maintains the Engineering File Plan and Record Inventory for all engineering departments, purges or archives records according to the VA Records Control Schedule. Public Contact Work 10%: Receives schedules, refers and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public local agencies and local political entities. Screens calls and personally fields calls when the requested information concerns routine and procedural requirements. supplies the requested information when the question concerns information the employee is familiar with or can easily get. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Grade Determination: GS-06 You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs duties, priorities, commitments, policies, and program goals of the staff sufficient to perform non-routine assignments. Experience in processing of travel vouchers. Experience in the work orders and the maintenance and repair function of Engineering Service. Experience in usage of Veteran Health Information & Technology Architecture (VISTA) in regards to entering work orders, entering trip tickets. Experience in usage of VA Timekeeping system. Skills in applying diverse data gathering methods to collect various types of engineering and administrative data. Grade Determination: GS-07 You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in each unique discipline and relationship throughout Engineering, which include construction and maintenance. Performs duties, priorities, commitments, policies, and program goals of the staff sufficient to perform non-routine assignments. Experience in processing of travel vouchers. Experience in the work orders and the maintenance and repair function of Engineering Service. Experience in usage of Veteran Health Information & Technology Architecture (VISTA) in regards to entering work orders, entering trip tickets. Experience in usage of VA Timekeeping system. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work.
