General Description Under the direction of a Programmer or Programmer Analyst, performs computer systems analysis and programming work. Work involves writing programs; documenting computer programs and providing technical assistance on programs. Additional duties may include analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Work under supervision with limited latitude for the use of initiative and independent judgment. Essential Job Functions 1. (70%) Under the direction of a Programmer Analyst, reviews, develops, modifies and/or tests software systems and/or application components for IT projects including user interfaces, business logic, and the interfaces between these components. Evaluates, modifies and tests existing programs to reflect changes in business process, system requirements or equipment configurations. a. Develop and maintain program code for computer applications by designing and developing new features based on user input and requirements. b. Develops and maintains end-user reports. c. Verifies program logic, performs quality assurance tasks. d. Analyzes and tests new or existing p ocedures, information systems, or utility programs for efficiency and effectiveness. e. Keeps management informed about current or potential software or hardware problems. 2. (20%) Prepares documentation of computer programs, including block diagrams, logic flowcharts, and user documentation, training and help files. a. Develops entity relationship diagrams and flowcharts to represent operations and data relationships. b. Develops and maintains application and system documentation. c. Develops and maintains user documentation, help files and training materials including, but not limited to presentations and handouts. 3. (10%) Performs related work as assigned. Office/Telecommuting Status: This position is work from home. No office space will be provided at any state facility. Knowledge and Skills 1. Technical Skills a. Ability to develop, maintain, test, and troubleshoot applications in Visual Studio using C#.Net -with a SQL Server database. i. Console programs ii. C# and ASP.Net webpages and sites hosted on IIS. iii. T-SQL (SQL Server/MS SQL) and ASP.Net helpful b. Ability to develop, maintain, test and troubleshoot reports or data extracts. c. Ability to create both system and end-user documentation d. Research technical information and determine advantages and risks of implementing code or procedure from the research. 2. Ability to develop lightweight client GUI or Front-end in a N-Tier environment against the middleware and back-end services. 3. Ability to analyze problems, develop solutions and implement solutions in computer algorithms. 4. Knowledge of the limitations and capabilities of computer systems including, a. Techniques used in the design of automated systems, b. Principles, practices, and techniques of computer programming and systems analysis, and c. Computer operations procedures and systems; and of computer programming languages. 5. Knowledge of basic database design and query language. 6. Ability to communicate effectively, gather requirements and manage individual and group priorities including, a. Have effective written and verbal communication with clients/customers to gather information and/or explain policies and procedures, b. Produce high-level correspondence/data/reports/documents/policies/procedures, c. Prepare training/instructional manuals, d. Working independently or as part of a team e. Self-motivate and complete projects, and f. Prioritize or handle multiple tasks. Experience and Education 1. Graduation from an accredited four-year college or university with major coursework in computer science, management information systems, or a related field (transcript required with application). Education and experience may be substituted for one another. 2. At least one (1) year progressively responsible work experience or coursework in the following. a. Object Oriented Programming (OOP) techniques, analysis and design. b. Application development experience in C#, .NET framework. c. Application development ASP.Net webpages and sites. d. Windows forms and console application development with an enterprise level database. 3. Experience as a remote technical worker is helpful but not required. Preferred Experience and Education 1.
