POSITION PURPOSE: To provide assistance and project control skills for municipal improvement projects, construction management, and contract administration and geographic information systems.ESSENTIAL FUNCTIONS AND BASIC DUTIES
- Assists and coordinates the planning, design and construction processes for capital improvement projects.
- Provide general administrative support to Project Engineers through all phases of the project including; contract document assembly, budget estimating, obtaining approvals, bidding, addendums, contract award, submittals, scheduling, progress meetings, contract notices, contract enforcement, change order negotiations, commissioning, punch list, contract closeout, budget reconciliation, and enforcing warranty period.
- Prepare Professional Services contracts to include requests for qualifications, requests for proposals, evaluation techniques, and coordinate results.
- Coordinates right-of-way requirements with project engineer, prepare offer letters, and communicate with property owners.
- Verify contractor payment submittals and prepare pay requests.
- Maintains working knowledge of Oklahoma Open Meetings Act.
- Prepare agenda items and make arrangements for committee, board, and other meetings. Prepare and assist with the execution of projects related to boards.
- Serves as staff liaison on boards as may be required.
- Responds promptly to public questions and concerns; attends, runs, and/or coordinates associated meetings, and interacts with other public agencies.
- Provide assistance to other departments as needed.
- Perform other duties as required.

QUALIFICATIONS EDUCATION/EXPERIENCE:Associate's Degree (A.A.) or equivalent two-year college or technical school and two years related experience and/or training; or equivalent combination of education and experience. CERTIFICATES/LICENSES:None.REQUIRED KNOWLEDGE:Knowledge or experience in program management techniques, developing project schedules and tracking project performance. Practical experience with AutoCAD and MS Project. Knowledge of surveying, and experience in the engineering field or engineering organization preferred. SKILLS/ABILITIES:
