THE POSITION

DESCRIPTION OF WORK
The PA Public Utility Commission is seeking an exceptional Project Management professional to orchestrate groundbreaking internal IT projects with Program Area Staff to reshape how we serve the public and the Utility's we regulate. In this high-visibility leadership role, you will drive critical digital transformations, ensuring seamless delivery of essential utility services to millions of residents and businesses statewide.
Reporting to the Chief Information Officer (CIO), you will:
+ Spearhead the full project lifecycle of complex IT initiatives with agency-wide impact, from meticulous planning and development to flawless execution and monitoring.
+ Expertly manage project scope, schedules, budgets, resource allocation, quality assurance, risk mitigation, and cross-functional team leadership.
+ Champion Agile methodologies like Scrum and Kanban, fostering iterative development processes that maximize efficiency and adaptability.
+ Autonomously navigate established IT governance frameworks while laser-focusing on achieving project objectives that propel the agency's mission.
To thrive in this pivotal position, you will need a stellar track record of successfully delivering comprehensive, complex IT initiatives from concept to implementation. We seek a true leader with exceptional planning, budgeting, communication, and stakeholder management prowess. Prior experience guiding cross-functional teams through transformative projects is highly preferred. At the PUC, you will join a dynamic team dedicated to upholding the highest standards of public service through innovative technology solutions.
Work Schedule and Additional Information:
+ Full-time employment.
+ Work hours are 8:00 am to 4:30 pm, Monday - Friday, with 60-minute lunch.
+ Telework: Part-time work from home (telework) may be a potential feature of this position. The successful candidate is required to report to the headquarters worksite daily, unless the employee meets eligibility requirements and telework has been approved. Management may discontinue any telework arrangement at any time, for any reason. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg, Pennsylvania.
+ To be eligible to participate in telework, the employee's alternate (telework) worksite must meet the following requirements:
+ Within a reasonable travel distance of Harrisburg; and
+ Within the Commonwealth of Pennsylvania.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
+ Two years of experience as a Business Analyst 4; or
+ Two years of experience as a Project Manager 1;or
+ Four years of experience in leading IT systems development or implementation projects and a bachelor's degree; or
+ An equivalent combination of experience and training that includes four years of experience in leading IT systems development or implementation projects.
