Job Location : Rockville,MD, USA
Position Objective: Provide services as an Other Transactions Compliance Project Manager in support of the overall functions of the Office of Strategic Coordination Division of Other Transaction Management (DOTM) by providing compliance support services necessary to ensure the practices and procedures are compliant with all other transactions, grants/cooperative agreements, and contracts policies, statutes, and regulations.
Duties and Responsibilities:
+ Prepare project documentation to include guides, SOPs, award templates, tracking and monitoring tools, and analysis reports
+ Conduct project-related activities, including developing needed materials, power-point presentations, arranging discussions, and facilitating interactions.
+ Coordinate, track and complete action items and report progress to project owners.
+ Support internal resources plan and implement activities in support of project in accordance with project priorities and schedule.
+ Prepare project dashboards and summaries, milestone status and updates to work breakdown structure as necessary.
+ Track project expenditures against approved project budget and report risks to project owners.
+ Prepare progress reports, summaries, descriptions, and other materials to communicate with internal and external stakeholders.
+ Measure project performance using designated systems, tools and techniques and report findings to upper management.
+ Establish project metrics to measure and evaluate project cost and performance. 4
+ Coordinate with other project managers to identify and share project best practices and common approaches and reports to project owner. 3
+ Review other project management plans and recommend improvements. 1
+ Provide expert review and recommendation regarding other project management plans. 2
+ Develop project management standard operating procedures (SOPs) based on analysis of all program and project requirements.
+ Develop standardized project management templates, tools, resources, guides and training materials and coach project managers on their effective use.
+ Establish standardized project tracking and review processes and workflows to include meeting formats, agendas and presentation approaches.
+ Compare and evaluate project requirements to other projects and recommend changes and improvements to project owners to overcome redundancies, overlaps, or opportunities to coordinate.
+ Conduct analysis of project activities and performance and report findings to project owners and recommend corrective actions.
+ Provide project management expertise to ensure accurate and consistent project monitoring and tracking to inform project owner decision making.
+ Maintain coordination and communication between research operations, program management, project stakeholders, team members and subcontractors.
+ Works with the Director to ensure that DOTM awards are managed appropriately, meeting requirements of applicable statutes, regulations, policies, and audit guidelines - Daily
+ Leads efforts in creation and improvement of DOTM specific other transactions,
+ contracts, and grants/cooperative agreements standard operating procedures and business practices.
+ Analyzes existing procedures and processes, identifies alternatives and areas for improvement, and proposes solutions to implement change.
+ Develops materials on other transaction, contracts, and grants/cooperative agreements guidance and procedures and provides tools to staff.
+ Assist with the processing of workload and actions on compliance matters.
+ Incorporate staff meeting topics into SOPs.
+ Conduct workload analysis.
Basic Qualifications:
+ Bachelor's degree in Business Management and Administration, Accounting, Statistics and Decision Science or a related field of study
+ Project Management Professional (PMP)
+ Experienced in Cooperative Agreements, Contracts, Grants, and other transactions.
+ Skilled in MS Office
Minimum Qualifications:
+ Ability to multi-task and pay close attention to detail.
+ Excellent analytical, organizational and time management skills.
+ Strong communication skills, both oral and written.
