Job DescriptionSalary $56,451.20 - $67,000.00Job OverviewPosition will play a key role in ensuring vendor's compliance with the requirements of the grant, ad valorem, and tax funded contracts. This includes compliance with all applicable laws, regulations, and policies for 125 total contracts, covering 4 counties, for 65 different service categories valued at over 200M. This position will be responsible for verifying documentation for vendor billing, conducting regular program monitoring, reporting and evaluation of vendor performance including achievement toward outcome measures. Position is part of an advanced team for ensuring contractual specifications, grant requirements, and quality assurance activities.Core Competencies

Tier 1 Duties and Responsibilities Note: The following duties are illustrative and not exhaustive. Depending on the nature of their assignments, individual employees may perform some or all of the duties described below. Responsible to ensure vendor compliance with contractual specifications, programs compliance with grant requirements, and ongoing quality assurance initiatives. This includes researching numerous data bases to establish a monitoring sample size. Collect and analyze data to identify trends or areas of concern. Select random sample to review client records, reviews vendor billing, conduct regular program monitoring, reporting and the valuation of vendor performance. Staff is responsible for monitoring 125 total contracts. Assist in identifying and implementing compliance process improvements for the Department. This includes written monitoring reports, executive summaries, collecting and tracking corrective action plans to ensure vendor adherence in reaching performance expectation, when required. Responsibilities also include recommending contract changes, changes to outcome/quality performance measures as well as changes to policies and procedures to serve as a guide to the Department ensuring a consistent, high-quality contract monitoring process as well as high quality services. Provides vendor technical assistance and training for contracts and establishes the policies and procedures to guide vendors and Department staff in delivery of services. Provides technical assistance for reporting to the County and Federal Government to ensure compliance. Conduct a thorough review and prepare documents for local, state, and federal monitoring. This includes participation in post-award meetings, entrance and exit interviews for formal monitorings, when necessary. Meets regularly with Department staff and Fiscal Team and Contracts Team, as needed, to assess program performance and ensure efficient and effective flow of communications and services related to contractual compliance. Attend, and provide support to Ryan White Care Council, Not-For-Profit (NPE), and HCHCP committee meetings or provider meetings and performs other related duties as required/or assigned. Completes all mandated in-person and on-line required training courses. Setup new users in e2Hillsborough data system and/or unlock user accounts. Other related duties as assigned. Job Specifications Knowledge of principles and practices of contract management including specialized technical knowledge of contract development, project management and resource management. Knowledge of the functions, activities, requirements and objectives of the specific contracts/projects which include County and Federal requirements and guidelines. Significant skill in multi-tasking. Excellent inter-personal skills to achieve desired results. Advanced computer and technology skills. Ability to develop and write technical descriptions and specifications, establish and maintain effective working relationships with internal and external customers. Minimum Qualifications Required
  • Graduation from an accredited four year degree granting college or university; AND
  • Three years of program/project management experience directly related to the position duties;
OR
  • An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.
