Job Description :
Under general or policy direction plans, develops, monitors, and evaluates complex project management activities for San Joaquin Regional Transit District's (RTD) capital projects; ensures compliance with applicable Federal, State, and Local laws and regulations; works closely with internal and external stakeholders to coordinate timely and seamless service delivery of projects; performs other duties as assigned. The Project Manager is responsible for managing RTDs multi-year Capitol Improvement project work, delivering RTDs Annual Capital Budget, and ensuring the Districts capital and rehabilitation projects are completed on time and within budget. The Project Manager also supports and collaborates extensively with other project leads and subject matter experts within the agency and indirectly supervises contractors and consultants. The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties, and skills required of personnel so classified. Manages and coordinates all phases of project management by leading the planning and implementation of projects, analyzing and monitoring goals and objectives to achieve assigned priorities, maintaining appropriate documentation, performing project evaluations and assessments, and reporting results. Serves as project manager on special projects involving personnel from multiple departments within RTD and outside consultants and contractors; coordinates assigned work with other RTD departments to set priorities and allocate resources and staff. Manages the development and implementation of department goals, objectives, policies, and procedures; oversees project control policies, and ensures efficient service delivery. Supervises, trains, and evaluates technical and clerical staff. Oversees the relocation of property occupants for project implementation. Coordinates and assists with research for documentation preparation (e.g., pre-contract award and grant funding pre-award), and integrates purchasing contracts functions and responsibilities with other departments. Facilitates the preparation of project specifications by collaborating with subject matter experts and stakeholders to define requirements, tasks, timelines, cost estimates, and resource allocation. Develops and executes comprehensive Project Management Plans, covering objectives, schedules, risks, roles, budget control, procurement, and closeout procedures. Serves as the primary liaison between project leads, subject matter experts, internal departments, legal, and vendors. Collaborates with internal departments to develop the annual Capital Budget and works with Finance and Grants to ensure alignment with available funding. Reviews and approves complex design and construction invoices. Maintains RTDs Ten-Year Capital Program in accordance and compliance with RTDs Transit Asset Management Plan and State of Good Repair. Develops contract documents to secure design and engineering services for construction projects and obtain Right of Way acquisition and relocation services. Develops progress reports and reporting procedures that are routine within the construction industry. Participates in evaluating bids and recommends contract awards for actions necessary to implement the project. Prepares required reports and correspondence that are routine within the construction industry and reports on project progress to all stakeholders. Ensures successful integration and ongoing management of project controls software and the Enterprise Resource Planning (ERP) system. Provides planning, support, training, and oversight of project management processes, contract management, vendor performance, and records retention for user departments. Creates, reviews, and evaluates all project management activities for compliance with Federal, State, and Local requirements and with RTD's policies and procedures; creates and tracks project management Key Performance Indicators. Assists in the Disadvantaged Business Enterprise (DBE) Program to help maintain compliance with project management rules and regulations. Participates with all levels of RTD management in establishing strategic plans for RTD; sets overall management and policy goals and objectives for the department; coordinates department program and policy issues with the heads of other departments and/or on an agency-wide basis. Facilitates and leads required meetings, such as quarterly capital project update meetings, and meetings with internal project leads. Manages and reviews project budgets, including final project cost and close-out reports. Ensures project documentation, correspondence and records are stored in accordance with department needs and applicable regulations, laws, and funding requirements. Present information, proposals, and/or recommendations clearly, logically, and persuasively, including at public meetings. Represents RTD at meetings and with Local partners. Conducts regular site inspections and audits to ensure compliance with safety and environmental regulations. Performs other incidental and related duties as required and assigned. Knowledge of: Principles and practices of public agency planning and project management including, capital projects, public works, budgeting and accounting, grant funding/awards, contracts, purchasing, RFP/solicitation requirements, and maintenance of public records. Public sector planning, funding, operations, and regulations regarding the development and construction management practices of facilities. Disadvantaged Business Enterprise (DBE) Program requirements. Federal, State, and Local laws and regulations and District policies and procedures applicable to Local government project management. Working knowledge of the zoning and building codes of the City. State, Federal and Local laws, codes, and regulations and RTD policies and practices pertinent to areas of responsibility. Principles and practices of sound business communication, including written and oral communication skills. English usage, spelling, grammar, and punctuation. Microsoft Office Suite, including Word, Excel, Project, PowerPoint, or other project management software. Customer service principles and practices. Policies and procedures of the assigned department. RTD human resources policies and procedures and labor contract provisions. Ability to: Manage the activities of capital projects, identify potential project risk and develop mitigation strategies, recommend and implement goals, objectives, and practices for providing effective and efficient services. Plan, organize and direct the functions of project management staff as assigned. Take initiative, reason logically, and be creative in developing and introducing new ideas. Manage multiple projects and processes involving personnel from several departments, as well as consultants and vendors. Prepare required reports, written correspondence, and oral presentations clearly, concisely, and effectively. Prepare project management budgets and projections of expenditure for capital budgets and proposed contracts by project, to maintain funding eligibility as required by law. Communicate and interface with project team members, consultants, and outside agencies. Analyze and evaluate construction plans and specifications. Understand, interpret, apply, and explain applicable laws, codes, and ordinances. Understand, interpret, and facilitate negotiation of contracts and agreements on behalf of the RTD. Manage, organize, and evaluate programs and the performance of staff. Represent RTD effectively in public settings on a variety of issues. Organize, set priorities, and meet deadlines. Operate a computer using word processing and other business software. Exercise sound, expert independent judgment within general policy guidelines. Interpret RTD personnel policies and procedures and applicable Local, state, and federal legislation. Exercise tact, discretion, and diplomacy in dealing with sensitive, complex, and confidential personnel issues and employee situations. Establish and maintain effective working relationships with all levels of RTD management, Board of Directors, employees, employee organizations and their representatives, other governmental officials, community groups, and the public. Education, Training, and Experience: A typical way of obtaining the knowledge, skills, and abilities outlined above is: Graduation from an accredited four-year college or university with major coursework in Construction Management, Civil Engineering, or a closely related field; and seven years of progressively responsible experience, at least three of which were in a supervisory, in the engineering and/or construction industry; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education. Proof of required education beyond high school, such as college transcripts, diplomas, and/or certificates may be required at time of employment. Licenses; Certificates; Special Requirements: A valid California Class C driver's license. Experience in a public transit agency or governmental setting is preferred. WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. While performing the duties of this class, the employee works under typical office conditions where the noise level is moderately quiet.
