The Town has a population of 28,565 and is situated 60 miles north of San Francisco, 20 miles east of the Pacific Ocean, and 8 miles northwest of the County Seat in Santa Rosa. Incorporated as a common law city in July 1992, Windsor provides a modern, relaxed lifestyle with a growing retail and industrial center for the North County. The Town is currently on a 4/10 work schedule from Monday through Thursday, and is closed on Friday, allowing employees more time to enjoy a work-life balance. DEFINITION Under general supervision, manages capital projects for water, wastewater, storm water, parks and other Town facilities. Manages all sizes of capital improvement and maintenance projects from inception to completion; and performs related work as required. SUPERVISION RECEIVED AND EXERCISED Receives general supervision and direction from the Principal Civil Engineer or as assigned by the Public Works Director. May receive technical direction from the Senior Civil Engineer. May exercise general and direct supervision over assigned staff. CLASS CHARACTERISTICS This is a management classification that performs professional project management duties as it relates to capital improvement and maintenance projects. Responsibilities include performing diverse, specialized and complex work involving significant accountability and decision-making responsibility. The incumbent organizes and oversees day-to-day activities and operations of the assigned functional area, including participating in short- and long-term capital improvement planning and development, administration of assigned budget, and various other projects and studies. Successful performance of the work requires the ability to develop, oversee and implement projects and programs in a variety of areas. This class is distinguished from Assistant Engineer in that the latter performs technical and plan check reviews of engineering drawings and specifications and performs engineering studies and research.   • Organize and direct the planning, design and preparation of project drawings, specification, financial analysis, schedules and estimates for the building, modification and alteration of buildings and related structures.
  • Act as coordinator of assigned projects; conduct feasibility studies and provide preliminary environmental reviews on special projects; recommend approval of materials and drawings and make recommendations for project alternatives.
  • Manage and oversee the consultant and contractor selection process.
  • Responsible for fee negotiations and recommends approval of contracts.
  • Develop, implement, administer and maintain major and/or complex projects from program planning through final acceptance of construction and warranty period.
  • Initiate, prepare and present feasibility studies, complex cost estimates, schedules and programs for the development or alteration of new and existing Town facilities and infrastructure.
  • Track and monitor all project activities; review work under construction to make sure that all new construction and alteration work being performed by contractors complies with plans, specification and codes; coordinates the work of multi-disciplinary staff across organizational boundaries.
  • Prepare budget reports and cost control analyses; manage projects within approved budgets and schedules; analyze claims and recommend approval of consultant/contract payments.
  • Oversee project consultants/contractors and attend meetings at various sites.
  • Represent the department in meetings and conferences related to project standards. Coordinate and conduct community meetings associated with project(s) and respond to community issues and concerns.
  • Evaluate the performance of a contractor performing a service under a contract and recommend changes as indicated by quantity and quality of service provided.
  • Conduct presentations to governmental and regulatory agencies, community groups and the Town Council.
  • Conduct analyses and prepare responses on capital project proposals, and provide on-going reports on projects, attend meetings and coordinate project work with other Town staff and departments.
  • Prepare, review and present staff reports.
  • Oversee specialized projects and programs for assigned areas.
  • Communicate effectively orally and in writing.
  • Perform other duties as assigned.

  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and Town staff.

  • Use English effectively to communicate in person, over the telephone and in writing.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in business, public administration, or a related field, and four (4) years increasingly responsible experience performing related research, analysis and project management. Licenses and Certifications: Possession of, or ability to obtain, a valid California Driver's License by time of appointment. PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, as well as in the field; to operate a motor vehicle and to visit various Town and meeting sites; to inspect various Town construction and remodel sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. This is primarily a sedentary office, partially a field classification, and standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds. ENVIRONMENTAL ELEMENTS Employees primarily work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances. Employees may also work outdoors and may be exposed to hot and cold temperatures, inclement weather conditions, loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.
