Job Description :

Plans, directs and coordinates capital improvement projects including grant and project management, contract administration, and budget and cost analysis.Essential functions are fundamental job duties. They do not include marginal tasks which are also performed but are incidental to the primary functions. * Manages capital project proposals or plans to determine timeframe, funding sources and limitations, risks, procedures for accomplishing project, and allotment of available resources to various phases of project.

* Manages civil engineering and capital improvement projects by coordinating the activities of consultants, contractors, and/or other applicable parties; provides guidance related to project creation, scheduling, manpower, and/or other related issues.

* Coordinates all stages of project management from initiation of concept to project completion.

* Develops and tracks project scope, budget, deliverables and schedule, and ensures that projects are completed on time, within budget, and that all work complies with appropriate local, state, regional, federal and grant requirements.

* Assists with procurement of survey, design, construction, construction management and related services to include development and review of bid documents such as plans, specifications and project estimates, evaluation of bids, ranking proposals and development of bid award recommendations.

* Collaborates with diverse technical teams and serves as the main point of contact for project communications and public participation processes.

* Facilitates project and/or public information meetings with applicable engineering firms, project managers, governmental agencies, and/or other stakeholders.

* Assists with budget preparation and administration, prepares cost estimates for budget recommendations, and submits justifications for budget items.

* Assists with the planning, development and implementation of engineering and capital improvement projects.

* Performs periodic and final inspections on capital projects.

* Interacts with the public in an effective and courteous manner.

* Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.

* May have a role in the County's disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.

* Must be able to meet minimum attendance standards.

* Performs related duties as required.

ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS:

The physical requirements are that of light work and include exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body. May require long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching stooping, stretching reaching or similar activities when conducting site visits. Required to operate a motor vehicle to conduct site visits.

Requires close visual acuity to perform an activity such as: preparing and analyzing data and figures. Transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. Requires the ability to differentiate between colors or shades of color.

Requires the expression or exchange of ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to others accurately, loudly or quickly. Requires perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.

ENVIRONMENTAL CONDITIONS:

The work environment involves moderate risks or discomforts that require special safety precautions and/or is exposed to one or more disagreeable conditions such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odor, dust, etc. at least 25% but less than 50% of the work time.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of construction methods and procedures, project management principals, managing engineering programs and complex projects; basic engineering practices.

Required to operate a personal computer; word processing, engineering and project management programs. Required to perform complex mathematical calculations, interpret a variety of engineering and construction drawings, plans, blueprints and or related items; perform project reviews and revisions; interpret and apply applicable laws, rules and regulations; prepare, review and analyze technical reports.

Required to organize, analyze, interpret and evaluate problems and provide practical, cost-effective solutions; perform complex technical duties involved in the planning, design and management of capital projects; direct consultants and contractors involved in the planning, design and construction of capital projects; estimate public capital project costs; maintain files/records of project documentation, contracts, construction drawings and grant records; manage expectations, listen actively and interact positively with citizens, stakeholders and staff; manage multiple projects, plan and organize work, assemble resources, coordinate operations with interested parties, and achieve the intended results within budgetary and time limitations; work in a team environment; react to change in a positive manner and support a work environment that promotes customer service, teamwork, and mutual respect. Requires excellent analytical, oral and written communication skills; establish and maintain effective working relationships with consultants, contractors, community officials, state and federal officials and fellow employees.Bachelor's Degree from an accredited four year college or university in Civil Engineering, Architecture, Construction Management, Planning or closely related field; supplemented by four (4) years of progressively responsible experience in capital project or construction management; or an equivalent combination of education, training and experience that provides the required knowledge skills and abilities. Experience negotiating project agreements and contracts is preferred. Federal or local grant management experience is preferred.

LICENSURE AND/OR CERTIFICATIONS:

Requires a valid driver license at the date of hire and maintain said license while employed in this position. Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification is preferred.
