Job Title: Project ManagerGrade: 25Salary: $88,938 - $101,067The Research Foundation for Mental Hygiene, Inc. is seeking qualified candidates for a full-time Project Manager, Grade 25, for NYS Office of Mental Health initiatives focused on the mental health crisis system and improving provider communications. The goals of these initiatives include improving the coordination of emergency and crisis response systems, supporting referrals, facilitating communication and interoperability between outpatient providers and crisis providers, and enhancing the oversight of crisis systems. The Project Manager will coordinate ongoing implementation activities with a variety of stakeholders relating to regional and statewide technical applications that facilitate communication and referrals across the entire mental health crisis system. This position will manage all aspects of project, including, conducting provider outreach, engaging providers, providing technical assistance, developing, and organizing project materials and slides, facilitating data collection and quality improvement activities, and sharing best practices and products with crisis system providers. The position requires a highly organized, self-motivated team player with excellent communication, analytical, writing and training skills, who relates well to a diverse group of providers, including senior executives, medical directors, clinicians, and administrators in organizations that deliver mental health services. In addition, this position requires development and facilitation of committees and workgroups with academic and clinical experts, 911/988, advocacy organizations, and representatives of a variety of stakeholders across state and city agencies. The ideal candidate will have experience with training, teaching, including public speaking to large and professional audiences, excellent written and verbal communication, demonstrated through experience presenting and facilitating meetings with large and diverse audiences, and analysis.This position will report to the Senior Crisis Project Manager within the Office of Population Health and Evaluation and will supervise junior staff who will support project activities. Note: this position does not provide relocation assistance. A cover letter and resume are required. Duties and Responsibilities:
  • Engage 988/911, crisis providers, inpatient/ER departments, ambulatory and residential providers, EMR vendors, SHIN-NY regional health information networks (QEs), and community-based organizations to support monitoring and coordination for crisis system
  • Conduct interviews for an environmental scan and assist in developing reports
  • Support implementation of SHIN-NY participation for 988 and community behavioral health providers, work with SHIN-NY QEs to improve mental health data collection from EMRs, and develop alerts and measures needed for improved crisis management
  • Facilitate contract development for products/software and identify product customization needs
  • Onboarding of 988 and mobile crisis providers to statewide systems for mobile crisis deployment, response coordination, and referral systems
  • Support identification, adaptation and implementation of interoperability solutions for data sharing and crisis coordination
  • Provide training webinars, consultations, and technical assistance to participating providers
  • Develop communication and outreach strategies and materials for participating providers
  • Originate and implement tools and procedures to monitor project progress and evaluate impact
  • Participate in application development meetings to refine and enhance products based on user feedback
Minimum Qualifications:
  • Bachelor's degree and four years of professional research experience in an appropriate field preference: Public health, social sciences, services research, or a clinical degree.
  • Master's degree in an appropriate field may substitute for one year of experience, or Ph.D. in an appropriate field may substitute for an additional year of experience.
Preferred Qualifications:
  • Doctorate and two years of experience in an appropriate field, or a master's degree and three years of experience.
  • One year experience engaging mental health providers to facilitate programmatic change and quality improvement implementation;
  • One year experience in bringing large-scale complicated projects with multiple stakeholders to fruition;
  • Fluency in conveying complicated regulatory mandates and clinical best practices in an understandable and accurate manner;
  • One year experience teaching and/or consulting related to the health and public health fields; health information technology implementation; experience managing a learning collaborative or large scale multi-site project; working in teams; experience with developing and/or implementing evidence-based practices; experience with scientific / clinical literature reviews; experience with supervising other staff.
