Project Manager will work closely with the Citys Transportation Department to deliver projects focused on positively impacting the quality of life for the citizens of Raleigh. The projects include Safe Routes to School, transit supporting, neighborhood streets, sidewalks, traffic management and Capital streets improvements. Project Managers are assigned projects with reasonable difficulty and/or reasonable budgets and serve as a subject matter expert, communicating with project stakeholders, City leadership, and the public. This role allows for the management of projects through the entire cycle. This includes planning support as well as full oversight during the design, construction, and post-construction warranty periods. Opportunities to get internal design training support and to design small scale projects are a part of this role. The ideal candidate is an organized and effective project manager, skilled in budget management, logistics coordination, and pro-active problem solving. The successful candidate works independently and understands project plans, specifications, and requirements, as well as applicable laws. The ability to research complex technical issues and to resolve conflicts with minimal delays is key to the candidates success. A positive attitude and collaborative spirit are essential. The ideal candidate is an effective communicator, with experience in facilitating group discussion and building consensus among stakeholders. Assist internal customers with determination of project needs including preliminary budget estimations and schedule determinations, strategic and functional considerations estimations and schedule determinations, and identification of relationships with other stakeholders and user groups. Provide project management and coordination of stakeholders and resources which may include consultant selection process, project scoping, contract negotiation, design oversight, schedule monitoring, budget development and funding administration, and project close-out. Oversee project design, including monitoring the adherence of projects and processes with policies, procedures, applicable codes, specifications, regulations, and standards. Serve as a technical resource and liaison for engineers and contractors, consultants, developers, community groups, commissions, agencies, City departments, private entities and other stakeholders. This may include delivering presentations, performing public outreach, and preparing project-related documentation and communications materials. Performs other duties of a similar nature and level as assigned. Education and Experience Bachelor's degree in engineering or directly related field and two years of professional engineering and/or construction/project management experience in area of assignment. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. Licenses and Certifications Valid North Carolina Class C Driver's License with a satisfactory driving record or ability to obtain within 60 days of hire. Preferred Qualifications Professional Engineering (PE) Registration in North Carolina Knowledge of: Principles and practices of civil engineering. Project management principles and practices. Best practices, trends and emerging technologies. Principles and methods of qualitative and quantitative research. Principles and applications of critical thinking and analysis. Business math concepts. Applicable federal, state and local laws, codes, regulations (based on assignment). Customer service principles. Specialized equipment relevant to area of assignment. Modern office technology. Skill In: Coordinating deadlines, prioritizing work demands and monitoring technical operations. Providing project management, organization and logistics coordination. Monitoring compliance with applicable plans, standards, regulations and contracts. Troubleshooting equipment and operational issues. Identifying engineering-related deficiencies and recommending solutions. Researching industry trends, solutions and best practices. Researching technical issues and articulating recommendations. Monitoring, evaluating and assessing engineering projects and functional operations. Interpreting and applying applicable laws, codes, regulations and standards (based on assignment). Providing customer service. Utilizing a computer and relevant software applications. Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction. ADA and Other Requirements: Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions. Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Working Conditions: Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.
