Role Under the supervision of a Project Manager IV, or higher designee in the Facilities Services Division the Project Manager III is responsible for the day to day project management and quality control of major construction, renovation and maintenance projects. The employee works independently on projects and the work is reviewed for attainment of goals and final outcomes only. The employee supervises Project Managers I & II and various trade personnel and prioritizes the work of these individuals. Essential Functions Reporting directly to the Department manager-level position, or designee the Maintenance Project Manager, Level 2 performs, at a minimum, the following duties: Assists the supervisor in the design, review and field supervision of assigned projects. Coordinates with the user and applicable design professionals to assure project complies with the required outcomes and applicable contract documents. Provides technical advice and assistance in planning, design and development of assigned projects. Monitors and reports on project schedule status. Monitors and reports on project budget status. Establishes professional relationships with all pertinent permitting agencies, regulatory agencies, emergency response agencies, consultants, contractors, utilities, LEA contemporaries and vendors. Establishes and maintains effective, professional relations throughout the FCPS organization. Projects a positive departmental image to the community and other departments. Provides exceptional customer service. Procure equipment, materials, and services including: developing equipment replacement specifications, and supporting necessary Purchasing Department processes and actions. Serves as contact administrator, as needed. Manage major construction and renovation projects (such architectural improvements, site improvements, mechanical system repairs, building additions or major equipment replacement) including: defining requirements, developing project scope, costing, trade coordination, execution, inspection and contractor oversight and evaluation. Coordinates with engineers, architects, and multiple trades personnel to plan, design and execute projects. Responsible for project specifications and related procurement at initial design stage and throughout project life cycle. Projects involve multiple permits and may have a high degree of disruption to school operations and schedule if not performed effectively. Conducts regular meetings with department managers, school administrators, and Construction Management Department to identify and prioritize facility needs, and to plan and coordinate repairs and renovations. Assists in training and development of Facilities Services personnel. Other Functions Prepares other reports as required. Assists in development of planning and budgeting documents as required. Performs other duties as assigned by the Project Manager IV or higher designee. Required Qualifications Associate degree from an accredited institution in the area of construction trades, project management, pre-engineering, project management, architecture, business, or related fields. Professional experience may be substituted or education (two years of experience for each year of college). Qualifying experience includes constructions site supervision, contract management, construction inspection, construction skilled trades, maintenance of a large facility or building complex, or building system design or installation. Seven (7) years experience in project management in the construction or maintenance field. Computer literacy including experience in spreadsheets, word processing. Ability to effectively communicate orally and verbally with a wide variety of personnel such as FCPS staff and/or consultants. Knowledge of the FCPS and State of Maryland procurement requirements. Capable of performing the essential functions of the position with or without reasonable accommodations. Regular and predictable attendance. Preferred Qualifications BS degree in technical or related field. Journeyman level trade experience in a construction trade or skill that would allow the incumbent to use such skill to the benefit of FCPS. Two (2) years minimum successful experience training or related customer support services role. Familiarity with the FCPS policies, goals and programs.
