Please contact Human Resources if you require an accommodation.BASIC FUNCTION: The Project Manager is responsible for ensuring that all aspects of new and existing grant and contract administration, including RFPs, application, review, approval, funding and compliance, are properly managed in keeping with ESD requirements. Additionally, the Project Manager will assist and contribute to the development of reports and presentations for internal and external stakeholders and will serve as a prime resource regarding life science data and statistics, while ensuring proper and proactive management of a portfolio of grants and contracts.WORK PERFORMED:
- General management of a portfolio of grants, including review of applications, creation of incentive proposals, preparation of board of directors' approval documents, management of approval and funding process, compiling and reviewing project reports, and ensuring timely compliance with funding requirements.
- Work with grant and contract recipients and with other life science project managers to ensure that milestones, deliverables, and key performance indicators are understood and met.
- Act as a primary point of contact with other ESD departments, including: Loans and Grants, Project Finance, Procurement, Contracts Administration, Legal, and the Office of Contractor and Supplier Diversity, and coordinate as needed on project management, including preparation and approval of board of directors' materials, contracts, project status reports, and other documents required for the review/management of projects.
- Process invoices and payment requests. Review and manage requests for disbursement, perform desk audits, and oversee grant disbursements. Verify documentation of expenditures as needed.
- Ensure that project information is accurate and up-to-date in all web-based project tracking databases.
- Collaborate on the development of the legislatively mandated annual report on the operations and accomplishments of the Life Science Initiative using supporting data and statistics on assigned projects.
- Draft memos, talking points, briefings and other strategic communications and materials as needed for senior ESD and New York State officials, including reports and documents needed for legislative hearings.
- Assume a variety of Department-wide responsibilities, such as research, writing briefing memos, preparing spreadsheets, drafting correspondence, and managing data and budget information, as requested.
- Actively contribute to expanding awareness of the state's life science programs.
- Manage ad-hoc requests from stakeholders, including businesses seeking information on ESD incentives.
- Work on other projects as assigned by the Senior Vice President and other senior team members.
MINIMUM REQUIREMENTS:Education Required: Bachelor's degree in business, public administration/public policy, social sciences, or other relevant fields. Interest in science or life science a plus. Degree in life science subject in conjunction with business or policy degree also welcomed.Experience Required: A minimum of three (3) years of experience in grant management, policy research and analysis, program implementation, public administration, business administration, or a related field. Experience in and understanding of the commercial life science industry desired.Knowledge and skills Required: Outstanding written and oral communication skills are required, with the ability to synthesize complex information effectively and succinctly for different audiences. Must be detail oriented and highly organized with strong follow-up skills. Ability to navigate ambiguity is essential. Ability to work in a team and independently. Must be able to handle multiple changing priorities and effectively anticipate needs of management. Must be diplomatic, tenacious, effective and have a good sense of humor. Proficiency with Outlook, Excel, PowerPoint and Word required. High degree of comfort learning and using database management programs such as Microsoft Dynamics and SharePoint.
