Description:

Position Summary: New York City Public Schools (NYCPS) is the largest school system in the nation, with nearly 1 million students and approximately 75,000+ teachers in over 1,800 schools. NYC Public Schools operates the largest yellow bus fleet in the country. Our Office of Transportation (OPT) bused approximately 150,000 district, charter and nonpublic students across roughly 9,000 bus routes each day.

The Office of Pupil Transportation seeks a collaborative and innovative Project Manager to manage transformative initiatives to deliver high-quality transportation services to the students of New York City. The Project Manager will focus on coordinating multiple projects and support business case development to test and deploy these modernization efforts for the agency.

The Office of Pupil Transportation's goal is to transform and redesign how school transportation services are managed and delivered to public, charter, non-public, and early childhood programs and families. This initiative will enhance the experience of students, families, and schools by integrating advanced technology which provides a modern, state-of-the-art suite of transportation management technologies.

Direct Reports: N/A

Key Relationships: Various offices under the Deputy Chancellor of Operations and Finance, First Deputy Chancellor, Office of Non-Public Schools, Office of School Design and Charter Partnerships, Division of Early Childhood and Student Enrollment, Division of Specialized Instruction and Student Support, Division of Instructional and Information Technology as well as external stakeholders, vendors, and city agencies.

Responsibilities

Project Management

  • Manage day-to-day activities regarding sub-projects and overall projects.
  • Facilitate project schedules, activities, and meetings, resolving issues and ensuring proper documentation for all phases of initiatives.
  • Manage successful on-time delivery of workplans for alignment and accountability on project schedules, activities, meetings, and outputs in coordination with stakeholders.
  • Identify and resolve project issues and ensure that all project phases are documented appropriately.
  • Manage stakeholder communications in conjunction with OPT's executive management.
  • Act as a liaison and communication bridge between functional areas and the Division of Instructional and Information Technology (DIIT) team on partner projects.
  • Ensure that resources are utilized appropriately on projects.
  • Design and manage project status reports for leadership team and stakeholders.
  • Support business process redesign and identify opportunities for innovation, contributing to policy decisions and operational strategies.
  • Create detailed schedules, project parameters, and budget expectations.

Quality Assurance

  • Collaborate with Regional Directors and senior staff to identify opportunities for operational improvements and implement quality assurance strategies.
  • Manage quality assurance and testing of computerized systems, ensuring end-user needs are at the forefront of the project.
  • Maintain quality standards regarding the evaluation of projects as it relates to school bus operations.
  • Set quality assurance policies to align with OPT's operational goals.
  • Work with Regional Directors and other senior staff in OPT to effectuate changes and improvements.
  • Modify and implement quality assurance policies, procedures, and strategies related to operational enhancements.

Qualification Requirements:

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, with 18 months of this experience in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience; or
  • Education and/or experience equivalent to “1” or “2” above. Graduate education in areas other than those mentioned above may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described above.

Preferred

  • Five or more years of broad business or government experience in a Project Manager role.
  • Knowledge of emerging technology, with a desire to continuously conduct research to learn new things.
  • Project Management Professional (PMP) Certification.
  • Experience in managing a technical documentation library or knowledge base.
  • Ability to clearly communicate complex technical matters to an audience of diverse stakeholders.
  • Participation in a diversified range of successful projects.
  • Experience in the logistics, transportation, and/or education industry.
