DESCRIPTION OF SERVICES Texas Department of Agriculture requires the services of 1 Project Manager Specialist, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager Specialist, Project Management and the specifications outlined in this document for the Texas Department of Agriculture. ll work products resulting from the project shall be considered works made for hire and are the property of the Texas Department of Agriculture and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Agriculture will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). ESSENTIAL DUTIES:

  • Facilitate process gap analysis with business sections to determine gaps between current and future systems.
  • Evaluate necessity for system enhancements taking into account regulatory requirements.
  • Identify and document process gaps for the implementation of a new software system to include business need, process feasibility, user requirements, and data mapping.
  • Document system functionality, business use, reporting requirements and workflow specifications.
  • Identify potential project risks and difficulties and recommend solutions.
  • dvise on project, offering solution-design support and best practices for process management.
  • Keep all stakeholders informed through the distribution of project information and project status reports.
  • Monitors and manages project quality to ensure that project deliverables fulfill agency expectations.
  • Works independently and in coordination with TDA staff as assigned, to perform a variety of complicated tasks with a wide degree of creativity and latitude.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required •Minimum 8 years of experience in project management or process improvement management 1 Preferred •Ability to analyze complex information, identify project risks, identify process gaps and utilize sound judgment to plan and address process requirements 1 Preferred •Ability to communicate technical information quickly and clearly to non-technical persons 1 Preferred •Demonstrated facilitation skills in leading a group to prioritize and identify necessity 1 Preferred •Experience with Federal Food & Nutrition Programs 1 Preferred •Experience with Washington D.C. Office of State Superintendent of Education's Orchard system III. TERMS OF SERVICE Services are expected to start 08/28/2023 and are expected to complete by 08/30/2024. Total estimated hours per Candidate shall not exceed 2080 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Agriculture. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 1700 N Congress Ave, Austin, TX 78701. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Agriculture will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Agriculture. V.
