JOB DESCRIPTION:
Under general supervision, coordinates and expedites the development or improvement of capital engineering projects for the Staten Island Ferry. Assist in the coordination of activities required between the stakeholders responsible for project completion. Review invoices, schedules, reports and proposals prepared by consultants and contractors to assure conformance with project completion dates. Prepare management reports. May assist in expediting the development of more complex projects. Performs related work.
EXAMPLES OF TYPICAL TASKS:
Assist staff in the administration and management of engineering design consultant and construction and service contractor projects. Conduct invoice review and payment package creation. Prepare and ensure maintenance of consultant and contractor billing documentation. Assist in the tracking of contract change orders and time extensions. Review and track administrative project items, as required by contract, local, state or federal regulations, including, but not limited to, subcontractor approvals, DBE compliance, prevailing wage compliance, and Buy America requirements. Assist staff in project and contract closeout activities. Prepare project status reports for management. Meet with City agencies, consultants, contractors assuring that functional requirements are adequately articulated and that proposed projects fulfill these requirements. Assist in developing project scopes and develops conceptual estimates and schedules. Assist in overseeing the consultant selection and contracting process and manage these contracts in the temporary absence of immediate supervisor; may assume the duties of that position.
PREFERRED SKILLS
1. Possess working knowledge of City procurement and payment process.
2. Able to independently draft and generate reports and documents.
3. Capable of developing and using spreadsheets and databases.

TWIC REQUIREMENT: Once selected for employment at the Staten Island Ferry, federal regulations require that the applicant must either undergo a federal background check as part of the Transportation Worker Identification Credential (TWIC) program or already possess a TWIC. Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in 1 above.
