Clay County - Small Towns. Big Passions. Pay: $28.25 - $35.32 The essential function if this position is to manage and coordinate all Capital Improvement Program (CIP) Fund projects. Negotiate, develop, and administer contracts with consultants, governmental agencies and contractors for various projects funded by Clay County Board of County Commissioners and other governmental agencies.
Essential Duties and Responsibilities: - Prepare and present budgets and reports for the Engineering Division.
- Serve as the primary Local Agency Program Manager for Federal funded projects.
- Engineering plans reviewer for Development Services.
- Assist the Engineering Director and Senior Construction Manager in the management and design of in-house drainage and roadway improvement projects.
- Assist the Engineering Director and Senior Construction Manager in the management of the scope and schedule of CIP projects with the contracted consulting engineers and construction contractors.
- Prepare and present the annual operating and CIP budgets for the Engineering Department in collaboration with the Engineering Director.
- Administer contracts, approve pay requests, and coordinate change orders for CIP projects.
- Prepare plans, estimates, calculations, and specifications for minor transportation and related infrastructure facilities.
- Perform drainage studies and cross drain calculations for problematic county-wide drainage areas.
- Responsible-in-Charge for the County's Florida Department of Transportation (FDOT) Local Agency Program compliance.
- Manages Municipal Service Benefit Unit projects petitioned by citizens.
- Acts as liaison to advise public agencies, private groups, and individuals on County-wide engineering activities and policies.
- Serves as the County's National Pollutant Discharge Elimination System Manager with the State of Florida.
- Responds to or administers citizen complaints or inquiries.
- Reviews engineering plans for the Development Services Division.
- Assist Purchasing Division in drafting bids and Request for Qualifications related to the Engineering Division.
- Performs other duties assigned.
Minimum Requirements: - A High School Diploma or GED equivalent is required.
- Bachelor's Degree in Engineering preferred. Associate's Degree in Engineering required.
- In lieu of the advanced degree requirement, a minimum of ten (10) years of experience in engineering design services including the management and administration of highway and/or drainage construction projects, negotiation of contracts and change orders, and the processing of pay requests will be considered.
- Must have a valid State of Florida Driver's License with a clean driving record.

Must be knowledgeable of the guidelines within the Manual on Uniform Traffic Control Devices (MUTCD), FDOT Standard Indexes, and the FDOT Traffic Engineering Manual.
