The Opportunity
WSDOT Eastern Region Real Estate Services Office is currently seeking a qualified individual to fill a Property & Acquisition Specialist 5 role in Spokane, WA. This position is responsible for the leasing process and activities of certain WSDOT properties required by the Restorative Lands program, which was generated by the recently passed Senate Bill 5853. This responsibility is new and involves complex-nonstandard leasing for North South Corridor (NSC) Project related vacant parcels. Included is partnering with Planning, the Attorney General office, and Headquarters Real Estate. This is a highly visible position that requires collaboration with community stakeholders and leaders. Each lease will be unique, in which some leases will be with business entities and others will be with nonprofit organizations.
In addition, you will collaborate with the regional right of way office in researching and processing turnback agreements. This position will help to establish new procedures statewide and regionally. This position contributes to the mission of the organization by providing critical technical expertise to project land leasing for Eastern Region.
What to Expect
Among the varied range of responsibilities held within this role, you will:
* Prepare leases with specific responsibility for parcels associated with the Restorative Lands Program by:
* Collaborating with community stakeholders and leaders about WSDOT property available for leasing.
* Coordinating and collaborating with region planning staff and the Attorney General's office about legal and contractual issues concerning leasing.
* Attending public meetings and giving presentations concerning this new program.
* Monitoring the leases until they expire, including the collection of lease funds.
* Renewing or renegotiating leases.
* Provide technical support and advice to all multi modal offices that have real property needs.
* Work with regional and Headquarters Real Estate Services to identify roads for turnback to city and counties and prepare the turn back agreements for signature by all parties.
* Collaborate with the region right of way office in processing turnback agreements.
* Recommend actions to the region Property Management Supervisor for turn back agreements.
* Assist with highway access issues throughout the Eastern Region by researching property deeds to determine owners' rights.
* Dispose of WSDOT property which includes researching property descriptions, clearing encumbrances and consulting with region and outside stakeholders.
* Assist with excess property throughout the Eastern Region that includes remnants, and small tracts of land.
Qualifications
To be considered for this opportunity, the following are required:
* A Bachelor's degree and four (4) years of experience in real estate related fields. OR-
* An Associate degree and six (6) years of experience in real estate related fields. OR-
* Eight (8) years of experience in real estate related fields. OR-
* One (1) year of experience as a Property and Acquisition Specialist 4 (or its equivalent). OR-
* Three (3) years of experience as a Property and Acquisition Specialist 3 (or its equivalent).
Note: Additional experience in real estate related fields may be used to substitute educational requirements.
In addition to one of the above, the following are also required:
* Ability to travel statewide, with the ability for overnight travel.
* A valid Washington Driver's License.
* Ability to obtain a Washington Notary Public within 60 days of hire.
It is preferred that qualified candidates also have:
* At least three (3) years of experience in the following:
* Disposal and lease requirements based on current law and WSDOT policy.
* Real Estate and Landlord Tenant laws, including title and eminent domain.
* Right-of-Way Engineering.
* Preparing legal descriptions & exhibits for various real property transactions.
* Prioritizing and performing oversight of Property Management transactions to meet state and federal laws/regulations.
* Understanding highway Access control requirements and provide appropriate language required for the transaction.
* Applying state and federal regulations (49CFR, Part 24), the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (URA), as amended, Revised Code of Washington (RCW) and the Washington Administrative Code (WAC) relating to the Property Management program and WSDOT Right of Way Manual.
* At least four (4) years of experience using computers and computer software (including, but not limited to Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, FileMaker Pro, Adobe, SharePoint web, etc.).
