Position Summary
The Lincoln County Assessor's Office is looking to bring on an Appraiser Trainee to their team.
The person in this position will train with their supervisor and appraisal staff and follow a structured continuing education program to learn necessary appraisal concepts with a goal of obtaining registration as a Property Appraiser by the State of Oregon within one year. They will also assist in appraisal of urban and rural residential properties.
This role is also responsible for providing public service relating to property assessment information and representing the Assessor's Office in Property Value Appeals Board hearings.
We are hiring an Appraiser 1 or an Appraiser Trainee.

Essential Functions/Major Responsibilities
Train and study:
+ Work with supervisor and appraisal staff to learn appraisal concepts, functions, and procedures.
+ Study independently the Appraiser Trainee course and study materials.
+ Gain necessary skills, knowledge, and experience required to take certification test.
+ Prepare for and take appraisal certification test.
Assist in appraisal. All work reviewed by supervisor and/or appraisal staff:
+ Assist in new construction appraisal.
+ Research building permits and plans
+ Create and maintain accurate building sketches.
+ Assist in reappraisal of residential properties.
+ Maintain accurate inventory of property data within defined study areas for mass appraisal purposes.
+ Assist in processing Measure 50 exception forms for new, damaged, or omitted property.
+ Record and enter new property or reappraisal data in Computer Assisted Mass Appraisal (CAMA) system.
Provide public service:
+ Assist answering basic questions and provide information relating to property valuation and the Oregon Property Tax system.
+ Assist with basic public requests.
Observe and assist registered appraisers in property value appeal hearings:
+ Assist with preparation of appeal / market reports.
+ Assist with compilation of appeal related exhibits and correspondence.
Other duties as assigned.
Typical Qualifications
Minimum Education Level
High School Diploma / GED
Minimum Experience Level
None
Substitution Note: Any combination of experience or education equivalent to two years in a field that would demonstrate the capacity to work as an appraiser as determined by the County. Examples include property appraisal, public or business administration, real estate, finance, civil engineering, urban planning, or other related experience.
Certifications
Specifics: Certification as a Registered Appraiser by the Oregon Department of Revenue is required within 1 year of hire and must be maintained by continuing education. ORS 308.010; Signing a Certificate of Confidentiality is required under ORS 308.413(3).
Driver's License
Oregon Driver's License required within 30 days of hire.
Desirable Qualifications: Associates degree or higher level of education in related coursework preferred: property appraisal, real estate technology, engineering or forestry technology, business administration, or other related field. 1 - 2 years' experience in an Oregon County Office preferred.
