Description
The City of Roanoke's Police Department is seeking a Property & Drug Clerk to ensure all pieces of property and drug evidence are properly secured, documented, stored, analyzed, retrieved and disposed of at the conclusion of each case according to strict chain-of-custody procedures. The Property & Drug Clerk also testifies in court as required. This position is a civilian position within the Roanoke City Police Department and candidates will be subject to a full police background investigation and supervised by the Records/Property Sergeant. Work hours may include evenings and weekends.

Examples of Duties
SUMMARY
Maintains control of evidence and recovered property; ensures that all pieces of physical evidence are properly secured, documented, stored, analyzed, retrieved and disposed of properly at the conclusion of each case according to proper procedures. Assists citizens, including those experiencing personal crisis, throughout the process of potentially recovering confiscated or stolen property. Work hours may includeevenings and weekends.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
* Receives evidence (cash, valuables, drugs) directly into the evidence room
* Follows safety procedures in handling drug or unknown substance items
* Verifies contents of bag visually according to drug reference book
* Checks heat seal and re-weighs evidence package as necessary
* Checks items for identification marks or serial numbers
* Enters pertinent data into computer and prints adhesive labels
* Assigns storage location for evidence packages
* Creates and files evidence hard cards
* Marks all evidence packages with storage location using permanent markers
* Completes lab analysis request form and attaches to evidence package
* Retrieves valuables, cash and sealed bags from locked box using secured key
* Transports evidence packages to state drug lab for testing
* Retrieves evidence packages from state drug lab for testing
* Returns the evidence package to the evidence room for storage
* Organizes and arranges property room storage facilities
* Moves items in property room which may be heavy
* Categorizes all property as found, inventoried or evidentiary
* Initiates and supervises evidence package destruction procedures
* Enters all movement of evidence packages into computer for tracking
* Releases property to submitting Officer for court appearances
* Files and maintains all court confiscation orders
* Initiates property release form letters to submitting officers and owners, if known
* Initiates and supervises evidence package destruction procedures on and/or offsite
* Testifies in court as required
* Assists with normal Property Room operations as needed
* Assists officers, attorneys and citizens who have property-related questions
* Any other duty as assigned by the Chief of Police, Division Commanders, Investigative Support Services Captain, Support Lieutenant, Records/Property Sergeant or designee.
SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Associate's degree or equivalent from two-year college or technical school with a major in criminal justice science desirable but not required; or equivalent combination of education and experience.
Supplemental Information
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to prepare reports and correspondence. Ability to communicate effectively with groups of customers or employees of organization. Fluency in Spanish is beneficial.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia.
