Summary: The Property Management Supervisor is responsible for overseeing the single adult continuum affordable housing portfolio which includes hands on property management services as well as the supervision of one property manager on the team.

Primary Responsibilities:
+ Oversee the single adult continuum of affordable housing in the Metro West region for SMOC Non-profit Housing Corporation by providing hands on property management services to over 140 units of affordable housing.
+ Responsible for recruitment and selection of tenants in accordance with program regulations/funding to determine applicant appropriateness, qualifications for specific programs, verify income, references and CORI checks.
+ Lead the Metro West Housing & Property Management team and work as a partner with the Program Director Supported Housing to ensure program stability and client progress.
+ Manage the operational and fiscal activities of the department to include: staffing levels, budgets, and financial goals.
+ Recruit, manage, develop and evaluate staff by providing timely mentoring, training and performance management. Complete required paperwork in accordance with company policy.
+ Attend regional meetings representing the SMOC Housing Metro West continuum.
+ Work to ensure all supportive housing activities provide and motivate clients to enhance their chances of recovery from addictions, therefore improving quality of life and independence.
+ Conduct/ensure house meetings are being held at properties.
+ Monitor and ensure that all occupancy and rental income objectives are met by routinely evaluating account receivables, rental collections, evictions, referrals, and other occupancy-related matters to achieve program and property income goals.
+ Work to integrate new buildings into the Housing Continuum.
+ Work alongside Property Managers to ensure properties are at fully capacity and operating effectively.
+ Participate in staff meetings.
+ Participate in Common Ground Resource Center team meetings.
+ Ensure staff are in compliance with various funding sources
+ Monitor and update all databases including but not limited to ETO and Octopia.
+ Ensure that maintenance items are reported to SMOC Housing in a timely fashion. Check maintenance log on a weekly basis, monitor completion of requests.
+ Ensure that SMOC Housing is represented in housing district court as needed.
+ Make referral to other SMOC programs as appropriate
+ Submit all required documentation to the Housing Office in a timely manner.
+ Responsible for rent collection, security deposits, evictions, dealing with tenants issues, and annual inspections.
+ Provide emergency backup evenings and weekends
+ Engage all clients by understanding and addressing their needs whether within or outside the scope of the specialty.
+ Attend & participate in engagement team meetings, follow up with client service plans and communicate effectively with clients and staff in other specialty areas.
+ Ensure compliance with program/department, agency and/or funder requirements, as well as SMOC policies & procedures.
+ Other duties as assigned.
Knowledge and Skill Requirements:
+ Bachelor's degree required plus related experience.
+ Previous experience working with homeless or disadvantaged population.
+ Minimum 2 years prior management experience required, preferably in a decentralized environment.
+ Knowledge of 12-step recovery program.
+ Excellent written and oral communication skills.
+ Must have strong computer skills including experience with Word and Excel.
+ Must possess valid Mass. Driver's license, reliable transportation and meet insurance standards.
+ Strong organizational and interpersonal skills
+ Ability to act independently, as well as carry out assigned duties as required
+ Demonstrated ability to work with diverse groups in various settings a must.
Physical Requirements: Ability to ascend and descend stairs. Ability to drive.
Organizational Relationship: Directly reports to Director, Housing & Supported Services. Direct reports of this position are Property Managers & Assistant Property Managers.
Working Conditions: Regular travel occurs to residential properties that don't have an elevator. Night and weekend coverage may occur. As part of the responsibilities of this position, the Regional Property Manager will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services.
