CLOSING DATE: Open until Filled, Bi-Weekly ReviewsPOSITION: Property Title Specialist Sr. (Probate)SALARY: $24.60-27.69, per hourREPORTS TO: Land Titles and Record ManagerLOCATION: LTRO; Nespelem, WABasic Functions: Non Exempt. This position will be the lead in processing all aspects of probatecases. The incumbent will carry out title service responsibilities, maintaining title record for trust and restricted Indian lands for the Colville Tribe, provide accurate certified title documents and reports prepared as requested, using applicable laws and standards. Responsible for providing accurate and timely Land Title Services, as requested, to Bureau of Indian Affairs Field Offices, the Colville Tribes and individual tribal members. Qualifications MINIMUM QUALIFICATIONS:Education and Training: Typically requires an AA Degree from an accredited college or university in Real Estate, Finance, or Market Research; AND five (5) years' experience that demonstrates experience directly related to this position.Must be able to successfully clear a criminal background inquiry though Federal, Tribal and State and maintain throughout the duration of employment.Requires a valid driver's license. Must pass security clearance to access all Federal Trust Systems, (i.e., TAMMS, and future trust systems needed to distribute trust assets). Knowledge, Skills, and Abilities: Requires knowledge of the Principles of Real Estate, LTRO Regulations, Principles of all State and Federal Real Estate Laws and Statutes as well as the Colville Confederated Tribes' Land Use Policy.Requires knowledge and understanding of Title 25, Indians, Code of Federal Regulations, 54 Indian Affairs Manual, Bureau Policy and directives; real estate terminology, practices and contractual documents.Requires knowledge of different types of ownership documents whether fee or trust.Requires knowledge of the laws, regulations, and other guidelines which prescribe procedures and authorities covering all phases of work to serve the public, both Indian and Non-Indian. Knowledge of TAAMS, Word Processing, and Spreadsheets.Requires advanced knowledge of office machines and PC with associated software and programs to perform duties.Requires the ability to review probate documents submitted to the level the application submitted demonstrates.Requires ability to read legal descriptions, surveys on real estate and BLM/GLO plats.Requires ability to assume full responsibility of overall title technical functions of conveyance transactions.Must be able to travel and work non-standard hours as assigned or delegated.Requires ability to demonstrate above average attendance.Requires ability to keep accurate records in accordance with the IARM Record Management System.Requires ability to write complete and clear reports.Requires ability to encourage and facilitate cooperation, trust, and group identity; fosters commitment and self-esteem; works with others to achieve common goal. Special Conditions: Requires an extensive criminal background inquiry (Tribal, State, financial) and maintain clearance throughout employment. Tribal member and Indian preference will apply. Preference will also be given to honorably discharged Veterans who are minimally qualified. Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing.
