Salary: $57,531.54 - $74,791.00 AnnuallyLocation : 707 Executive Place Fayetteville, NCJob Type: Full-TimeJob Number: 202402438Department: Public Health DepartmentDivision: AdministrationOpening Date: 12/17/2024Closing Date: 1/3/2025 11:59 PM EasternSalary Grade: 112Position Overview**Hiring rate will be determined based on qualifications and internal equityThe Cumberland County Department of Public Health (CCDPH) has received federal funding to implement an initiative to provide resources to support first responders and members of other key community sectors on training, administering, and distributing naloxone and other Food and Drug Administration (FDA)-approved overdose reversal medications or devices. The initiative supports a multi-disciplinary team to provide training to first responders, youth serving organizations, nurses, barbershops, public libraries, and faith-based organizations. The project also includes community-based distribution of naloxone to vulnerable populations.The primary purpose of this position is to develop, coordinate, and implement trainings with fidelity to a model or health education program as it relates to overdose prevention with first responders, libraries, barbershops, faith-based agencies, schools, and youth serving programs. Complete all required fidelity documentation and obtain pre and posttests. Identify potentials sites to receive evidence-based health promotion programs and conduct health education programs. Identify and facilitate outreach opportunities for community distribution of naloxone. Represent the Department of Public Health as requested on community coalitions. Collaborate with CCDPH staff and external partners on community outreach efforts to reduce health disparities and advance health equity. This position is time-limited grant funded for a four-year period. (Funds secured from September 30, 2024 - September 29, 2028)Examples of Duties Duties for this position include, but are not limited to:
  • Plan and/or prepare presentations with fidelity to curriculum or model or health education program topics as related to naloxone education
  • Collaborate with a peer support specialist to implement naloxone trainings with fidelity to a model or health education program as it relates to overdose prevention with first responders, libraries, barbershops, faith-based agencies, schools, and youth serving programs.
  • Collaborate with the Regional Tobacco Coordinator to implement tobacco cessation classes at the Cumberland-Fayetteville Opioid Response Team (C-FORT) Recovery Resource Center
  • Connect and refer training participants to appropriate treatment and recovery support services (employment, housing, jobs, health insurance, healthcare services, etc.).??
  • Participate in community engagement and outreach activities.
  • Identify and facilitate outreach opportunities with first responders, youth serving organizations, nurses, barbershops, public libraries, C-FORT Recovery Resource Center, and faith-based organizations to support community distribution of naloxone, xylazine, and fentanyl test strips.
  • Support Sequential Intercept Mapping for youth and adults for Cumberland County
  • Utilize NCCARE 360 to receive and send electronic referrals to partner agencies.
  • Support service delivery at the C-FORT Recovery Resource Center
  • Attend appropriate external stakeholder meetings, including C-FORT, Crisis Collaborative Meetings and Jail Health Committee meetings.
  • Support and contribute to all project evaluation activities.
  • Obtain pre and posttests for each evidence-based program implementation and collect data necessary for fidelity monitoring. ??

Employee is subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response requested by the Health Director. Minimum QualificationsA master's degree in public health education or in public health with a major in public health education; or graduation from a four-year college or university with a major in health education and two years' experience in public health education or a related field; or graduation from a four-year college or university and three years' experience in public health education; or an equivalent combination of training and experience. Management Preference:
  • Experience with the population served or substance use professionals.

  • Thorough knowledge of the principles and practices of public health, community assessment, program development/planning/evaluation, and the methods and techniques of disseminating health information the public.
  • Experience and comfort implementing comprehensive, evidence-based health promotion topics.
  • Demonstrate excellent interpersonal skills, ability to work in a variety of settings with culturally diverse persons and communities, with the ability to be culturally sensitive and appropriate.
  • Experience engaging and working with diverse populations.
  • Experience in tailoring health education programs to target populations' needs.
  • Strong presentation, training, and facilitation skills, including ability to work effectively with people of all educational levels.
  • General knowledge of the functions of community health agencies.
  • Ability to establish and maintain effective working relationships with departmental personnel, community organizations, and the general public.
Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record.
