Position SummaryThis is a public health nursing position that works in an office, clinic, or community settings.Perform registered nurse (RN) specialty duties requiring assessment and knowledge in a specialized area. This leading nurse role assesses patient health problems and needs; develops and implements care plans; administers nursing care to patients, provides case management and assists with clinical and professional competencies of staff, and supports orientation and onboarding of new staff. These lead nurses may also function in other internal and external public health nursing roles.All Registered Nurses employed by the Mecklenburg County Health Department are Public Health Nurses. Public Health Nurses, regardless of official title or classification, may provide nursing services during urgent and/or emergent public health events. These services include, but are not limited to, administration of immunizations for various ages and groups, mass medication distribution, and provision of health services in shelter environments.Essential Functions* Ensure compliance with agency policies, procedures, and protocols, as well as Board of Nursing laws, rules, and standards.* Utilize nursing process in care delivery.* Monitor, record, and report symptoms, medical information, vital signs, or changes in patients' conditions.* Provide health services in accordance to standing orders and/or specific orders from health care providers.* Perform administrative duties as needed and maintains accurate, detailed reports and records.* Consult and coordinate with healthcare team members to assess patient care plans.* Develop, evaluate, implement, and/or modify plans of care (e.g., standardized treatment plans, individualized health care plans, or emergency action plans).* Direct or supervise other nurses or assigned clinical staff; may supervise a particular unit and ensure proper nursing care without management expectations related to of HR.* Consult with institutions or associations regarding issues or concerns relevant to the practice and profession of nursing.* Refer patients to specialized health resources or community agencies.* Provide or arrange for training or instruction of auxiliary personnel.* Prepare rooms, sterilize instruments, equipment, or supplies and ensure that stock of supplies in locations are maintained (program specific).* Complete orders from an Advanced Practice Practitioner (APP) (program specific).* Perform a physical examination to determine if there is a deviation from normal (role specific).* Provide health counseling and treatment under standing orders, and/or referral to the appropriate physician or clinic.* Instruct individuals, families, or other groups on health education/promotion topics.* Assess the needs of individuals, families, or communities, including assessment of individuals' home or work environments, to identify potential health or safety problems.* Provide healthcare, first aid, specified laboratory tests, immunizations, screenings, or health services in locations such as clinics.* Comply with infection control programs, advising or consulting with specified personnel about necessary precautions.* Monitor all aspects of patient care, including diet and physical activity; administers local, inhalation, intravenous, or other anesthetics and performs physical examinations (program specific).* Perform administrative or managerial functions, such as taking responsibility for a unit's staff, budget, planning, or long-range goals (program specific).* Participate in the orientation and competency assessment of newly hired staff.* Provide direct clinical oversight to newly hired staff during onboarding process.* Support staffing needs.* Perform equivalent job responsibilities of other nurses within program area.* Mecklenburg County Health Department Employees: Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g., snow or ice storms, tornados, hurricanes), natural disasters (e.g., earthquakes), fire, or power outages, and acts of terrorism.Minimum QualificationsExperience:* Minimum of two years of professional nursing experience* Minimum of three years of professional nursing experience required for School Health.Education:* Graduate from an accredited/approved nursing education program.* Non-BSN incumbents are required to complete state Public Health nursing coursework and exams within a year of hire.Combination of relevant education and relevant experience accepted?: YesLicenses and Certifications* Current license to practice as a Registered Nurse (RN) in NC issued by the NC Board of Nursing or another Nurse Licensure Compact State.* Certification in Basic Life Support (BLS) for Healthcare Providers (CPR & AED) by the American Heart Association that is valid for at least 90 days after hire.
